In recent years,Heilongjiang Province has responded positively to the state's policy of accelerating socialist modernization,and the province's economic and social development has grown rapidly.While the population is increasing and the speed of urbanization is accelerating,higher requirements are placed on the quality and quantity of water resources.In addition,Heilongjiang Province is an important grain production base in China.Agricultural water is the largest water sector and water use efficiency.The low level makes the water shortage problem that was originally “supply in short supply” more serious,and the water use contradiction escalates.Therefore,it is particularly urgent to seek an effective response mechanism to solve the problem of water shortage.The development of scientific and rational agricultural irrigation water price is an important way to achieve water conservation and rational allocation of water resources.Over the years,the agricultural irrigation water price in Wuchang City irrigation area is low,and the water price setting mechanism is not perfect.The problem of serious waste of water resources and low utilization rate has not been effectively solved.Therefore,this paper is of great significance to the study of agricultural water price in Wuchang City irrigation area.This paper takes Wuchang City Irrigation District as the research area.Taking the rational formulation of agricultural irrigation water prices as the starting point,a large number of domestic and foreign agricultural water prices were formulated to formulate relevant theories and methods.In view of the actual problems of agricultural irrigation water price in Wuchang City irrigation area,on the basis of clarifying the connotation of water price,the water price development model in line with regional development is selected.First,the agricultural irrigation water price is accounted for from three perspectives.First,the irrigation water price is calculated from the perspective of the water supplier to be 0.314 yuan/m3,and the full cost water price model is used for calculation;secondly,the irrigation water price is 0.45 yuan/m3 from the perspective of the water user,and the water user's bearing capacity is fully considered;From the perspective of regional water resources abundance,the water resource price in the study area is calculated to be 0.829 yuan/m3.Secondly,the analytic hierarchy process is introduced to construct the hierarchical structure model.The influence degree of water price on the total water price is analyzed from three perspectives,and the weight coefficient of each water price is obtained.The calculated comprehensive water price is 0.449 yuan/m3.Finally,on the basis of rationally formulating the price of agricultural irrigation water,the compensation mechanism and reward mechanism for agricultural irrigation water price in line with the region are proposed.This study combines cutting-edge methods with the status of agricultural irrigation water prices in the study area,and at the same time conforms to the economic development plan of Wuchang City,formulates agricultural irrigation water prices,and provides theoretical basis for policy makers.
