| Du'an Yao Autonomous County is situated in the west of central Guangxi and the south of Hechi City.It has 8 towns and 11 townships.It inhabits 12 ethnic groups,including Yao,Zhuang,Miao,Maonan and Mulao.The population of Duan Yao Autonomous County is 702,000,of which 22%is the most populous county in 119 ethnic minority autonomous counties in China.Du'an County has a relatively thin foundation for development,and the task of poverty alleviation is arduous.The area of Shishan in the county accounts for 89 percent.It is known as the "Kingdom of Shishan".The per capita cultivated land is less than 0.7 mu.At the end of 2015,the poverty-stricken population is 1367,000,accounting for 19.5 percent of the total population.In 2015,the per capita net income of farmers in the county is 5,520 yuan.It can be said that the poverty-stricken population in Guangxi The counties with the highest level of poverty and poverty and the most important task of poverty alleviation.Since the implementation of the 13th Five-Year Plan,Du'an County has made full use of the conditions of its local comparative advantages to develop the rural economy so as to realize the goal of lifting poverty-stricken villages and households out of poverty and taking off their hats.It is necessary to take measures according to local conditions and households,lay stress on characteristics and make overall plans so as to form dominant industries for poverty alleviation and further expand poverty-stricken villages.With the development of the poor people and the road to prosperity,especially the "loan of cattle to return cattle" poverty alleviation project originated in Chengjiang Town of Du'an County has been developed rapidly.It plays a vital role in leading the poor people to develop production and increase income.In April 2018,Zicheng Village of Du'an Yao Autonomous County,with the support of the higher Party committee government and relying on village-level cooperatives,built a large-scale local cattle farm,mainly through the mode of income dividend for the poor households without labor capacity or breeding conditions file card to raise cattle on their behalf.A total of 80 poor households in the village participated in the " loan of cattle to return cattle " poverty alleviation project,and the average annual income increased by 7000 yuan.Although relying on the preferential policies of various kinds of projects and funds under the background of accurate poverty alleviation,the development of projects is limited to a certain extent due to the small scale of projects and the lack of professional management team.Starting from the practice of carrying out accurate poverty alleviation work in Zicheng Village,Chengjiang Town,Du'an County,this paper identifies and analyzes the risks of the poverty alleviation project by means of risk management theories such as questionnaire survey,SWOT matrix analysis,fish-bone diagram analysis,Delphi analysis and expert evaluation.It is concluded that there are 1 primary risk index,5 secondary risk indexes,such as social risk,market risk,management risk,economic risk and environmental risk,and 13 tertiary risk indexes,such as policy regulation,micro-credit and infrastructure,in the poverty alleviation project of Zicheng Village in Chengjiang Town.Finally,according to the level of these risks,from the aspects of organization management,project management and fund management to make corresponding risk response strategies. |
