Fenhe Irrigation District of Shanxi Province was built in 1950s.The original trunk canals and branch canals are all soil channels,which have serious seepage loss and to the disadvantage of water saving irrigation.Also,there are serious security risks in the process of high water head and large discharge.After more than 50 years of operation,canal systems and ancillary buildings in Fenhe Irrigation District are aging,seriously damaged,and even some canals and buildings are in operation with disease,resulting in increased canal seepage loss,decreased water delivery efficiency and the irrigation water use coefficient in canal system is on the low side.Thus,it is imperative to construct the water-saving reconstruction project of canal seepage prevention and buildings in Fenhe Irrigation District.In 1999,the project of the renewal and water-saving reconstruction of Fenhe Irrigation District was approved by the former State Planning Commission and Ministry of Water Resources,which is listed as a supplementary project for the renewal of major irrigation areas.The main contents of the project include canal seepage prevention and construction of supporting buildings.With the gradual execution of water-saving reconstruction projects over the years,by end of 2016,the backbone projects of Fenhe Irrigation District,including the trunk canals and branch canals seepage controlling,and the reconstruction of water measuring facilities have been completed.So the water allocation and water supply capacity of the backbone system of the irrigation district has been greatly improved,the water loss is reduced,the water transport efficiency is improved and the effective utilization coefficient of irrigation water in irrigation area is also increased at the same time.The purpose of this paper is to quantitatively analyze the degree of the improvement of effective utilization coefficient of irrigation water in Fenhe Irrigation District.In the spring irrigation period of 2016 and 2017,we use dynamic water method to obtain the irrigation water use coefficient before and after the seepage controlling of the trunk canals and branch canals in Fenhe Irrigation District,than we analyzed the irrigation water use coefficient between the seepage controlling canals and the original soil canals.Finally we obtained the seepage controlling effect of water saving reform irrigation canal in Fenhe Irrigation District.Furthermore,this article studied the economic benefit,ecological benefit and sustainable development of the Fenhe Irrigation District after the seepage controlling effect of water saving reform irrigation canal in Fenhe Irrigation District.The positive effect of water-saving renovation channels in the sustainable development of Fenhe Irrigation District and the improvement of regional ecosystem is obtained,which provided a guidance for the water production and harmonious development in this new stage and new era,and also provided a reference for the nationwide irrigation canals seepage controlling and other irrigation districts' water-saving transformation project construction.
