Spatial And Temporal Distribution Of Forest Fire And Its Countermeasure In Zhejiang Province

Forest fire is one of the eight major natural disasters in the world,which does great harm to forest resources and ecological environment,directly affects both industrial and agricultural production,even threaten lives and property of the people.In this paper,I statistically analyzed the data of forest fire from 1996-2015 in Zhejiang Province,and study the characteristics of the region's forest fire and existing systems,combined with collected foreign and domestic literature information of prevention and control capabilities of the forest fire.Then I presented recommendations to enhance forest fire prevention and control capabilities of Zhejiang Province.It shows that:1)Time distribution: From 1996 to 2015,there were 8580 forest fire in Zhejiang Province,557 on average every year;the annual occurrence times showed a ladder distribution,and every few years there was a peak year,and the frequency of forest fire in the annual occurrence showed a general downward trend;forest fire mainly concentrated in winter and spring,especially occur frequently from January to April,accounting for 80.71%;the frequency of forest fire occurred in a day is peak-shaped,and the period is from 10 am.to 16 pm.,accounting for 86.76% of the total.2)Spatial distribution: The frequency and the affected forest area were more in the south and less in the north and east,among which the first four places with the most frequent forest fire were Lishui,Wenzhou,Taizhou and Jinhua in order,accounting for 68.11% of the total;the first four places with the most frequent affect forest area were Wenzhou,Lishui,Taizhou and Jinhua in order,accounting for72.97% of the total.3)Fire causes analysis:The main causes of forest fire were farming burning,sacrificial burning and smoking in wild,accounting for 80.53% of identified causes;and the general trend was middle age group,old age group,youth group and juvenile group in order among the identified perpetrators.In the field of forest fire prevention and control,many problems limit the improvement of comprehensive forest fire control ability in Zhejiang province,including inadequate implementation of forest fire control responsibilities,difficulties in fire source management,weak infrastructure,relatively backward construction of forest fire control teams,and poor fire-fighting equipment.According to the above situation,this paper cleared the direction to enhance the ability of prevention and control,and proposed suggestions in aspects of prevention,fighting and protection offorest fire.We need to strengthen the publicity and education management,fire monitoring and warning system construction,team building,aviation forest protection,communication support,infrastructure,and government's purchase public service,etc.Then we can make forest fire prevention professional,scientific and modern,and serve the social economic development and the construction of ecological civilization better in Zhejiang Province.
