Study On The Improvement Of Forest Harvesting Management System In China

With the continuous development of society and the increasingly prominent environmental problems.People's attention to forestry has shifted from original economic benefits to ecological benefits.Therefore,in order to Maximize the ecological benefits of forest resources while giving full play to the economic benefits of forests,We should improve the forest cutting management system which is not suitable for the current situation.Forest cutting management system mainly includes logging quota system?timber production planning system?Tree cutting permit system?Punishment system violating laws and regulations and so on.China's forest harvesting management system has been implemented for more than 20 years,a lot of deforestation has been curbed,and so that forest logging can be carried out in an orderly way.It provides a strong guarantee for the sustainable development of forestry in China.But illegal logging still happens,There are still many problems in forestry harvesting management system.Operation procedures and methods,for example,the establishment of logging quota is not scientific,the procedures for examination and approval of the application for cutting license are cumbersome,weak supervision in cutting areas,lack of incentive mechanism for tree regeneration,the compensation mechanism of public welfare forest is not perfect,forest harvesting management infrastructure facilities lack of system guarantee and so on,seriously affected the role of forestry harvesting management system.Improve the existing forest harvesting management system,achieving the goal of sustainable development of forest resources is imminent.This paper takes Yongning District of Nanning as a case,through field investigation,we know the existing problems of tree cutting management system in the region,on the basis of studying and summarizing the implementation experience of effective forest harvesting management system at home and abroad,put forward specific measures for improving forest harvesting management system and a series of Countermeasures for supporting system.To achieve a good vision of improving forest coverage and improving forestry ecological environment in China.
