Research On The Implementation Of Fishing Quota System Fishery Supervision In Yantai City

In order to rationally develop and utilize marine fishery resources,China has successively issued a series of policies and measures.However,due to policy limitations and law enforcement issues,Yantai’s marine fishery resources are still in a declining trend,and Yantai’s traditional fishery supervision measures cannot achieve the expected results.In 2000,China revised the Fishery Law of the People’s Republic of China,making it clear that China will implement a quota fishing system.After 2017,China has successively carried out pilot quota systems in some provinces and cities in China,and the overall implementation has been smooth.It is theoretically feasible and imminent to perfect Yantai’s fishery supervision through the implementation of quota system.On the basis of inquiring literature,issuing questionnaires to fishermen and other ways to understand the enforcement situation of fishing industry in Yantai city and the situation of fishermen,the paper adopts a problem-oriented research approach to discuss and study the problems faced by the implementation of fishing quota system in Yantai city and the effective measures to solve fishery supervision problems through the implementation of fishing quota system.Firstly,the paper expounds the relevant concepts and basic theories involved in fishery supervision.Secondly,by analyzing the severe situation faced by Yantai’s fishery supervision,the defects of the current fishery supervision measures and the advantages of the fishing quota system,it is concluded that it is very necessary for Yantai to perfect the fishery supervision by implementing the fishing quota system.Moreover,the national decision-makers are firmly determined to implement the quota system.The current measures in Yantai City lay the foundation for the implementation of the quota system.It is feasible to implement the fishing quota system in Yantai City.However,due to the problems in the determination of total allowable catch,quota allocation,fishery supervision,fishermen’s resettlement and ideological awareness,the implementation of fishing quota system in Yantai will face many obstacles.Finally,on the basis of analyzing and drawing lessons from Dongying city’s experience in implementing jellyfish fishing quota system,the effective measures for implementing fishing preparation in Yantai city are obtained.It is necessary to make legal and law enforcement preparations by suggesting that the state continue to improve marine fishery laws and regulations,do a good job in preliminary publicity and research,and strengthen the integration of quota system with traditional management system.Through strengthening supervision,strictly enforcing the law,speeding up the construction of non-governmental organizations and adopting "collective" punishment,speeding up the cleaning up of "three noes" and so on to make preparations for fishery supervision and enforcement.By establishing and improving the catch statistics system,speeding up the renovation of fishing boats,scientific assessment and reasonable distribution,and ensuring the livelihood of "lost" fishermen,we will make preparations for technical and livelihood security.
