Benefit Evaluation Of The Cropland Conversion To Forest Project And Study On The Farmers' Welfare

This paper is based on the survey of the provinces which have participated in the project of the Cropland Conversion to Forest Project.From the 2279 county level administrative units of returning farmland to forests,93 counties,141 returning farmland and 2115 returning farmers were selected,forming 2115 sample populations.The comprehensive benefit evaluation is caried out on the three different aspects of the social benefit,the economic benefit and the ecological benefit,and normalize the collected data,study on the present situation of farmers' welfare after returning farmland to forest,It provides practical and feasible suggestions for the implementation of the follow-up project of returning farmland to forest.The main research results:(1)ecological benefits:from the changes of the ecological environment,green mountain sand and reduce the phenomenon is quite obvious,returning farmland to forest project in rural ecological environment has played a certain role;(2)economic benefits:from the point of view of economic benefit,not only to achieve the transformation the purpose of the employment structure,but also makes the household income has increased obviously,the living standards of farmers to achieve a qualitative leap.(3)social benefits:from the perspective of social benefit,the social security in rural areas is relatively perfect,farmers can provide basic life support,and promote the development of agricultural industrial structure in a certain extent,there is a significant growth of household income,living standards improved significantly.(4)from the point of view of the welfare of farmers,the ecological and economic system of returning farmland to forest at the present stage is in a reluctantly coordinated development of welfare lag type.In view of the problems in the two rounds of the Cropland Conversion to Forest Project,the following suggestions are put forward:to strengthen the publicity of the policy of returning farmland to forest,to use a variety of media and media to carry out multichannel and omni-directional propaganda;to strengthen the supervision of the grass-roots unit for returning farmland to forest,and to arrange the executive units to supervise the lower executive units in stages;We should carry out the work of returning farmland to forest subsidies,adjust the standard of subsidy,strengthen the guidance of science and technology,regularly arrange the technical personnel of professional and technical personnel to carry out technical guidance on the land for returning farmland,and increase the support for the follow-up industry.
