It is a basic national policy of China to cherish and rationally use every inch of land and protect cultivated land.Making full use of and rational allocation of cultivated land resources has become an inevitable choice for social development.The current situation of a large number of people in China requires that the limited cultivated land resources produce the greatest benefits.With the development of China's social economy and the situation of more land and less arable land reserve resources in China,great changes have taken place in both internal and external development opportunities and development environment of cities.People are more and more deeply aware of the importance of implementing the most stringent system of cultivated land protection and the system of saving and intensive land use in an all-round way.Therefore,the saving and intensive utilization of cultivated land is required for the trend of cultivated land use.Study on evaluation method and empirical example of saving and intensive utilization of cultivated land are of great significance for the sustainable use and optimal allocation of cultivated land resources.This paper takes Changqing District of Jinan City as the research object.This paper is based on the data of land use change database,annual renewal of cultivated land quality,monitoring and evaluation results,and statistical yearbook of Changqing District.It studies the evaluation and potential measurement of cultivated land from the two levels of township and index area.Firstly,the paper establishes the evaluation index system of cultivated land saving and intensive use through the study of related concepts and theories.Taking the level of saving and intensive utilization of cultivated land(A)as the target layer,the level of arable land utilization(B1),input intensity of arable land(B2),utilization efficiency of arable land(B3)and regional environmental condition(B4)as the criterion layer,and the indicators(19 indicators)are selected at each level to form the index layer.Secondly,in order to avoid subjective assumptions and objective one-sided drawbacks in evaluation,the research methods are integrated.Among them,the evaluation index standardization adopts the ideal value proportional inference algorithm and extremum standardization,the determination of evaluation index weight adopts the method of combining entropy weight method and analytic hierarchy process,the calculation of evaluation score adopts the multi-factor comprehensive evaluation method,and the grading of evaluation score adopts the natural discontinuity point grading method.In addition,the regression analysis method is also used in the calculation of the utilization potential of cultivated land.Finally,the evaluation of cultivated land saving and intensive conditions in Changqing District was carried out and the production capacity and potential of cultivated land were measured.The main evaluation and calculation results are as follows:(1)Degree evaluation results.The natural discontinuous point grading method was used to classify the level of saving and intensive use of cultivated land in each township and index area by level 4.Taking Grade 4 as an example,the level of arable land saving and intensive use is divided into: superior saving and intensive use area(Level 1),high-level saving and intensive use area(Level 2),medium saving and intensive use area(Level 3),and low-level saving and intensive utilization area.(Level 4).In general,the level of cultivated land saving and intensive use in the front plain of Jihuai Mountain is higher than that in the hilly area of Mount Tailu,and the level of cultivated land in the Changqing District is gradually decreasing from northwest to southeast.(2)Potential calculation results.Through the calculation of the cultivated land productivity of the study area by the township(index area)and the grading,the calculation of the intensity and potential of the cultivated land in the study area can be realized.It is concluded that:(1)The production capacity of arable land in each township(index area)is related to the area of cultivated land.(2)The higher the utilization grade of cultivated land,the greater the utilization intensity,and the smaller the utilization potential.(3)The arable land utilization potential can be classified into: superior utilization potential area(Level 1),high utilization potential area(Level 2),medium utilization potential area(Level 3),and low utilization potential area(Level 4).In general,compared with the two indicator areas,the Jihuai piedmont plain area can achieve greater utilization intensity and can achieve less utilization potential.The utilization potential of cultivated land from the southeast to the northwest of the study area is gradually decreasing,which is contrary to the trend of the level of saving and intensive utilization of cultivated land.According to the evaluation and calculation results,the article puts forward suggestions on promoting the saving and intensive use of cultivated land from the macro,meso and micro levels.At the macro level:(1)Strictly control the change of cultivated land use.(2)Leading the saving and intensive use of cultivated land with the strategy of rural revitalization.(3)The government should do a good job in grading and monitoring cultivated land.At the meso level:(1)The High-quality saving and intensive utilization areas are combined with regional development and fallow rotation.(2)Enlarging the utilization potential and tapping the potential in the middle and low-level saving and intensive utilization areas.At the micro level:(1)Rationally adjust multiple cropping index and equip field infrastructure.(2)The input of agricultural production factors should be combined with the ecological environment.(3)Use science and technology to improve the unit output value of cultivated land.(4)Improve the accuracy of terrain gradient and other factors.The evaluation method and empirical research of cultivated land conservation and intensive use have achieved the organic combination from qualitative to quantitative,from theory to empirical,from time to space,which provides new ideas for evaluating cultivated land conservation and intensive use.It enriches the content of the evaluation index system of cultivated land conservation and intensive use,and improves the evaluation method of cultivated land conservation and intensive use.By calculating the productivity and potential of arable land among regions and classes,the reference basis for the level of intensive and economical utilization of arable land and the new criteria for optimizing the allocation of resources are provided.The research of this article has certain value.
