Research On Problems And Countermeasures Of Fishery Mutual Insurance In Yangzhou City

As one of the world’s largest agricultural countries,China’s aquaculture and fishery technologies are also the best in the world,and China’s fishery industry plays an important role in the world fishery market.However,due to the high risk of fishery production and operation,the fishermen often choose to purchase the fishery insurance to protect against fishery risks to reduce losses.At present,the fishery insurance system,currently implemented in China,is fishery mutual insurance that based on policy,which is a economic development model that based on the Chinese characteristic socialist construction under the leadership of our party and government,and combined with the decades of actual experience of the development of China’s fishery industry,and the model contributes to the development of China’s fishery industry.But the system has some problems at present,such as insufficient policy subsidies,imperfect laws and regulation and management systems,and fewer existing types of insurance.These problems also hindered the development of fishery mutual insurance in Yangzhou.The development of fishery need the cooperation of fishery mutual insurance,based on this point,the paper takes Yangzhou fishery mutual insurance as the research object.Yangzhou Fishery Mutual Insurance Association and Jiangsu Fishery Mutual Insurance Association are established in 2008,since the establishment of association,it carries out the work relying on Yangzhou fishery administration and ship survey.The paper collects and compiles the relevant information of fishery mutual insurance in Yangzhou by the visiting,investigation and questionnaire on fishing village in Yangzhou,getting a deep understanding about the operation condition of fishery mutual insurance in Yangzhou.By summarizing the fishery mutual insurance in various districts and counties,and based on the analysis of the dilemma of the development of fishery mutual insurance in Yangzhou,the paper draws on the practical experience of the countries and regions with advance fisheries industry in the East and the West to analyze the current situation of the fishery mutual insurance in Yangzhou.And it can be found from the research that fishery mutual insurance in Yangzhou has some problems,such as insufficient support of policy subsidies,lacking of professional talents,low publicity,low awareness of fishermen to the fishery mutual insurance and insufficient protection of existing insurance products,and the paper gives some suggestions for improvement.I hope to through the research of the paper,put forward some countermeasures and proposals that suitable for the regional characteristics of Yangzhou to provide decision-making reference for Yangzhou Agricultural Committee to formulate policy,and promote the development of the fishery in Yangzhou.
