Improving farmers' efficiency has been an important goal of rural reform in China.With the gradual improvement in product market,the reform starts to focus on factor market,which is considered as an important way to improve the efficiency of farmers.Since 2003,a new round of collective forest tenure reform has been carried out.Many measures have been taken to encourage farmers to transfer their forest land,and try to establish forest land market.However,compared to the farmland,few studies pay attention to the relationship between forestland transferring and farmers' efficiency.Besides,the way to measure farmers' efficiency mainly based on land level rather than the household level,ignoring the nonfarm employment,which may miscalculate farmers,efficiency.Therefore,it is necessary to study the effect of farmers' land transferring behavior on farmers'efficiency,which is of great significance to improve the reform measures,and solve the"three rural issues".According to the research,this study chose Fengcheng city and Suichuan County in Jiangxi province as study sample,as these areas are very typical for collective forest tenure reform.After investigating these areas in2015,this paper use the farmers survey data to construct TOBIT model to examine whether rent-in forestland has significant impact on technical efficiency and scale efficiency and whether rent-out forestland has significant impact on technical efficiency and scale efficiency.Besides the land transferring behaviors,this paper also analyzes other factors that may affect technical efficiency and scale efficiency,such as household demographic characteristics,the characteristics of human capital,the capital market access and land fragmentation and land tenure security.According to the results of empirical analysis,the paper puts forward some policy suggestions.This thesis consists of eight chapters.Chapter one includes the background,objectives,contents,methods,the technical route and possible contributions and shortcomings of this paper.Chapter two gives the definitions of important concepts,for example forest transferring,production efficiency,technical efficiency and scale efficiency.And then includes literature review,this chapter reviews the history and evaluation of collective forest tenure reform,the significance and the existing problems of forestland transferring,the selection and calculation method of production efficiency index,And the relationship between forest land circulation and production efficiency.Chapter three establishes a theoretical framework to analyze the forestland transferring behavior and farmers'efficiency.This Chapter also analyzes the efficiency difference calculated between the land level efficiency and household level.And the theoretical framework based on the factors crowd theory,factors flow theory,farmer behavior theory and scale effect theory.Chapter four reviews the policy document involves forestland transferring since the founding of the People's Republic of China.Chapter five introduces the data source and gives descriptive statistics.Chapter Six briefly introduces how to calculate efficiency.Then,based on the Chapter three's analysis on indexes and collected data,this chapter uses bootstrapped DEA method to calculate farmers' efficiency.By describing the relationship between the behavior of farmers' forestland transferring and production efficiency,this paper found that compared with those farmers who did not transferring their forestland,those who rent-in forestland have a higher average technical efficiency and scale efficiency.So does the famers who rent-out their forestland.Chapter Seven shows the empirical study results.According to the TOBIT model result,we could conclude that(1)Compared with the farmers who did not transfer the forest land,those farmers who decided to rent out their forestland has a higher technical efficiency,and so does the farmers who decided to rent in forestland.While respect to scale efficiency,compared with the farmers who did not transfer the forest land,those farmers who decided to rent out their forestland have a higher scale efficiency.Those farmers who decided to rent in forestland have lower scale efficiency,but it is not significant.Overall,the development of land market contributes to the improvement of farmers' household level efficiency.(2)There are some other factors affect famers' household level efficiency.According to the results,the relationship between the age of the households' head and household level technical efficiency is U curve,family burden shows a significant negative correlation with household pure technical efficiency,capital access has a significant positive impact on farmers' household level technical efficiency.The larger on farmers' family nonfarm income proportion,the higher in famers'household technical efficiency.Also,if the household have more household fixed assets they obtain higher technical efficiency.The characteristics of households,human capital characteristics,land fragmentation and land tenure security have no effect on the farmer household level technical efficiency.(3)As respect to scale efficiency,family demographic characteristics,the relationship between the age of the households' head and household level scale efficiency is U curve,if households" head is male,household may have higher scale efficiency than female households' head.There was a positive correlation between the value of fixed assets and the scale efficiency,but there was no significant effect on the other variables,human capital,land fragmentation and land property rights.Finally,according to the research results,this paper puts forward some policy suggestions,involving the structure of land property rights and non-farm employment opportunities.
