Land exploitation is not only the main source and means to increase the amount of cultivated land and balance the cultivated land requisition-compensation,but also an important channel for land consolidation and poverty alleviation.However,the current land exploitation and consolidation work pays insufficient attention to the quality of cultivated land.It is difficult to truly achieve the advantage of“occupying the best and supplementing the best”,which is not conducive to the protection of cultivated land resources and food security.In addition,compared with the evaluation of cultivated land quality in existing cultivated land,the research on the field of new cultivated land quality evaluation based on plot scale land exploitation is relatively insufficient,and the problem of rapid increase in new cultivated land quality is often overlooked.For this reason,this paper takes the Fuping County Poverty Alleviation and Development Land Consolidation Project as an example,the agricultural land classification and the constructed land exploitation cultivated land quality evaluation index system and its method are used to assess the newly cultivated land and the high quality tillage layer construction test under the plot scale.Through the comparative analysis of the results,the appropriate evaluation methods and index systems and the rapid improvement methods of new cultivated land quality are explored.The main conclusions are as follows:(1)The result of the classification of agricultural land indicates that the average national land natural grade of newly added cultivated land is 9;the evaluation result based on the constructed index system indicates that the average grade is 3.The overall level of newly cultivated land quality in the project area is not high,and it is at a medium to low level.The quality of cultivated land in each evaluation unit is relatively average.The actual quality of newly cultivated land does not fully meet the planning and design standards,the soil organic matter content is low,the nutrient fertility is poor,and the lack of soil thickness are the main causes.(2)The results of agricultural land grading indicate that the average level of new cultivated land in the project area after the construction of high-quality tillage layer has increased by 0.22 compared with that before the test.The cultivated land in the test area has increased by 0.28,and the cultivated land of 4770.46m~2 has been upgraded by one;The evaluation results based on the constructed indicator system indicated that the average quality of cultivated land in the project area after the test was increased by 0.5 compared with that before the test.The cultivated land in the test area was increased by 0.63,and 10,720.38m~2 of cultivated land was upgraded by one.The construction of high-quality tillage layer has a significant effect on the rapid improvement of new cultivated land quality and grade in a short period of time.The combination of woody peat and biological excitation regulator in various experimental treatments has the most obvious effect on the improvement of organic matter,cultivated soil quality and soil microbial activity.Among them,woody peat+decomposed straw+biological excitation regulator II+conventional fertilization is the best mode.(3)It is difficult to objectively evaluate the actual quality level of newly cultivated land in the project area by using the method of agricultural land classification.It is not suitable for the evaluation of new cultivated land quality on the plot scale of the project area and evaluate the quality of the cultivated land supplemented by the balance of occupation and compensation.The evaluation can not fully reflect the implementation effect of the construction of high-quality tillage layer,and the plot scale of the project area should be supplemented with the gravel content and the indicators reflecting the impact of the consolidation project,and the grading parameters need to be updated and adjusted.(4)Based on the theoretical framework of“demand-quality dimension-property-performance-characteristic-indicator”,this paper constructs a set of land exploitation new cultivated land quality evaluation index system suitable for the plot scale.From the evaluation results,the indicator system and evaluation method are feasible.(5)The evaluation results of the two methods have strong similarities,and the evaluation of the status and trends of cultivated land quality is more accurate.The evaluation results of the two methods are also different.The constructed indicator system supplements the farming conditions,pollution status and biological characteristics indicators on the basis of the agricultural land classification system.The evaluation results are more representative of the quality difference of each field than the results of agricultural land classification,and it is suitable for the evaluation of cultivated land quality for land exploitation at the plot scale,and the evaluation of the cultivated land quality supplemented by the balance of compensation and compensation.The level improvement effect displayed before and after the test is better than the agricultural land classification method.It can reflect the characteristics of newly cultivated land for land exploitation and the potential for improvement of cultivated land quality.The evaluation results are also more objectively close to the true level of cultivated land quality in the project area.(6)Based on the evaluation results,this paper puts forward the countermeasures and suggestions for the improvement of new cultivated land quality,which has important practical significance for the balance of cultivated land occupation and compensation,land consolidation to help poverty alleviation and development.
