The soil and water conservation scheme for development and construction projects is in accordance with the principle of "Who develops and who protects",by clarifying the scope of responsibility for prevention and control,the implementation of prevention and control obligations,the establishment of integrated prevention and control system,It plays an important role in reducing the loss of soil and water loss and ecological environment,and promoting the ecological landscape benefit of the project.But the construction unit in accordance with the design of construction plans for soil and water conservation planning,often lead to differences in quantity and soil and water conservation measures for water and soil conservation plan actual completion acceptance,even in the presence of partial control index did not meet the situation.Therefore,In this paper,10 development and construction projects in Beijing as a case,comparative analysis of soil and water conservation program and the design of the soil and water conservation measures of the general rules and characteristics of differences,This paper analyzes the main reasons and puts forward the corresponding solutions,in order to provide theoretical guidance and policy support to solve the contradiction between the soil and water conservation plan and the measures design.The results are as follows:(1)There are differences between the 10 engineering measures design and soil and water conservation plan,each soil and water conservation measures are different at least 50%project.The differences of rainwater pipeline,planting measures,Hedgerow measures,green area exist over 90%engineering.Point type engineering differences mainly concentrated in the rainwater tank volume,rainwater pipes,measures and measures of planting trees;The linear engineering differences mainly concentrated in water pipelines,Hedgerow measures and area greening.There are more differences in point engineering than linear engineering.There is a significant positive correlation between the number of linear engineering and the project scale,soil and Water Conservation Investment,but there is no significant correlation between point engineering.(2)Compared with soil and water conservation plan,engineering quantity of soil and water conservation measures overall increase is the rain collecting pool volume,water pipelines,measures,measures,flower shrub hedgerow measures and greening area,engineering of soil and water conservation measures to reduce the overall amount is water permeable brick pavement,pavement brick,grass block tree planting measures and measures in the design of measures design.(3)From the calculation of the prevention and control indicators,there are 5 projects are not up to standard,accounting for 50%of the total number of projects.There is a project of forest and grass coverage is not up to standard,accounting for 10%of the total number of projects;There are two engineering stormwater utilization rate is not up to standard,accounting for 20%of the total number of projects;And there are two hardened ground control rate is not up to standard,accounting for 20%of the total number of projects.On the one hand,compared with the soil and water conservation plan,soil and water conservation measures of the measures design was reduced,such as reduce green area,rainwater collection tank volume,permeable pavement;On the other hand,Because the water and soil conservation plan in construction area of temporary area and the rainwater collection did not flow into the river.Therefore suggested:?Intensify the review of soil and water conservation program,?measures design should be guided by soil and water conservation plan.At the same time,the advantages and disadvantages of the measures design for soil and water conservation measures are discussed.
