With the advance of ecological civilization and the promotion of the coordinated development of Beijing-Tianjin-Hebei region,the strategic importanceof state-owned forest farms in Hebei Province has been constantlystressed.Itis meaningful to focus on the status of state-owned forest farms,analyze the development level of state-owned forest farms and local socioeconomic and explore the coordination degree between them from the regional perspective,while it is helpful to provide theoretical and practical support to the future devopment and integration between state-owned forest farms and social-economic in Hebei Province.Based on the development factors of each system,this study constructs two index systemsof development level for state-owned forest farms and social-economic respectively.Ittakes three rounds of selection of indicators by use of system analysis method,theoretical analysis method,frequency analysis method and expert consultation method.During the data processing,the mean interpolation method,the regression imterpolation method and the deductive interpolation method are used to interpolate the missing data.As a result,the full panel data spanning from 2008 to 2014 and containing149 state-owned forest farms and 136 counties in Hebei Province in 2008-2014 is obtained.Each indicator gets its weight by use of combinated weighting method(including occurrence iterative method and entropy weight method)before the development level indexes of state-owned forest farms and socioeconomic is calculated by the linear weighting method,and the indexes of different regions are calculated by weighted average method.The results are as follows:(1)the development level of state-owned forest farms and socioeconomic in Hebei Province showed an upward trend from 2008 to 2014;(2)By the regional comparison,the best county with the highest development level of state-owned forest farms is Beidaihe District(49.67 points,out of 100 points),the worst is Qiu County(only 15.72 points),the best city is Qinhuangdao and Chengde,the best city with the highest development level of socioeconomic is Langfang(58.41);(3)The distribution overlap was not high for the counties and cities with higher development level within the two systems.Then,the methods of the deviation coefficient minimization,the differential derivative and the geometric mean are used to improve the coordination degree calculation method,which is used to calculate the coordination degree between the state-owned forest farmssystem and the socioeconomic system.It shows that:(1)the two systems basically developed in coordination from 2008 to 2014.The year of 2010 witnessed the lowest degree was 0.87 while the highest one was happened in the year of 2014.(2)There was a remarble regional difference for the coordination degree.The highest coordination degree was 0.97(out of 1)in the Beidaihe while the lowest one was 0.46 in Nangong County.(3)Found by classification,those counties,including Beidaihe District,Funing County,wide city Manchu Autonomous County,Pingshan County,Qinglong Manchu Autonomous County,Shanhaiguan District,Wai Manchu Mongolian Autonomous County,Zunhua City,were in the good coordination and good development status.They are the models for state-owned forest and socioeconomic coordinated development.Finally,the gray association coordination model is applied to calucluate the coordination degreesamong subsystems of the state-owned forest farm and the socioeconomic.It is found that the state-owned forest farms,whether it is from the perspective of external contribution or from the perspective of internal development by integrating its own resources,are closely related to local socioeconomic development.
