Research On The Development Bottleneck And Reforming Countermeasures Of The State-owned Forest Farms Of Shanxi Province

Ecological civilization construction has been elevated to national strategy.It is crucial content to deepening ecological civilization system reform that protecting ecological security,promoting green development and enhancing people's ecological well-being.The state-owned forest farm undertakes important tasks around ecological civilization constructions and rehabilitation.However,issues which are fuzziness of the functional orientation for state-owned forest farm,unsound supportive policies,unsmooth management system,etc,have seriously restricted the sustainable development of forest farm.This article takes three state-owned forest farms that are directly administrated by the Shanxi Forestry Department for representative examples to analyze and get clear the bottleneck and difficulties in the process of state-owned forest farm reform,from the perspective of ownership of forest farm and woodland,staff composition,financial balance,infrastructure construction,social security system etc.They are mainly ambiguous established ownership of forest farm and woodland,age structure which elderly are increasing,low proportion of front line labors and specialized staffs,underdeveloped infrastructure construction,imperfect social security system etc.In allusion to these issues,combining[state-owned forest farm reforming scheme]of State and Shanxi Province,applying modern property right theory,forestry property right system,institution changing and legal person management system and so on,this article will put forward countermeasures for state-owned forest farm reforming,including making direction,objectives and basic ideas clearness,intensifying entire distribution of reform,consummating relevant supporting mechanism etc.The results of the research can provide references for Shanxi Province state-owned forest farm reform.
