Research On Forest Ecological Compensation Mechanism In Hunan Province Based On Carbon Exchange Accounting

With the rapid development of the economy,people's demand for forest ecological service functions is getting higher and higher,and forest ecological compensation research is deepening.Forest carbon sinks,as an effective and economical way to reduce emissions,have gradually been accepted.Therefore,how to combine forest carbon ecological compensation to improve the forest ecological compensation mechanism and improve the supply of forest ecological service functions is of great significance.This paper is divided into seven parts,focusing on the third,fourth and fifth chapters.It mainly starts from the current situation of forest ecological compensation in Hunan Province,establishes models of different vegetation types,calculates the carbon pool of arbor forest,bamboo forest,economic forest and shrub forest,and draws Hunan The carbon reserves of 14 cities and prefectures in the province,including arbor forests including eight dominant tree species.Based on this,the fair value method was used to select the price of the carbon trading market,and finally the value of forest carbon sinks in 14 cities and states in Hunan Province in 2017 was 572.073 million yuan.Among them,the price of the carbon trading market is selected according to the most favorable market principle,and the average value is calculated according to the carbon market price changed at the end of 2017,and a relatively reasonable result is obtained;the calculation of the carbon storage of the arbor forest includes eight dominant species,and the carbon thereof The reserves account for a large proportion and contribute a lot.When calculating the compensation standard for forest ecological value in Hunan Province,it is necessary to estimate the forest ecological compensation standard for 14 cities and states in Hunan Province according to the level of regional economic development.Among them,the compensation standard index selection is improved on the basis of the previous achievements,and the unit price of the wood produced by each forest takes into account the difference of different specifications,and the average value of the wood price produced by different specifications is taken.Finally,the average value of forest ecological compensation standard is 34.56 yuan/mu per year,the highest value is 51.27 yuan/mu,and the lowest value is 11.97 yuan/mu,which is higher than the current compensation standard.It is suggested to form an ecological compensation method in line with the cities and prefectures of Hunan Province,improve the compensation standards,and provide reference for the forest ecological compensation standard of Hunan Province.In the past,the research on carbon value of forest ecological compensation mainly directly calculated the value of carbon sink and carbon sink.According to the fair value method,this paper quoted the accounting concept and used the changing carbon market transaction price to calculate the fair value of forest carbon meeting;For forest types,the corresponding accounting models and methods are used to calculate the fair value of forest carbon sinks in Hunan Province more reasonably.The problem of forest ecological compensation is complex and systematic.This paper draws some conclusions and results,but there are contradictions and problems,in order to provide ideas for the latter research.
