Study On The Transformation Path Of Forestry Industry In State-owned Forest Areas Of Heilongjiang Province

Since the implementation of natural forest conservation project in 1998,the forestry industry speeds up the transformation process and produces great results.With the implementation of commercial cutting policy of natural forest in 2014,the reform process has further deepened,and people shares the results of the reform while the industrial structure brought by the transformation of the forestry industry that was single.The phenomenon of low employee income still exists.As the State-owned Forest area in Heilongjiang Province,one of the pilots of comprehensive stoppage,the forestry industry structure has undergone major changes,and the transformation of forestry industry has become increasingly prominent.How to deepen the transformation of forestry industry,chooses a reasonable transformation path of forestry industry,making sustainable development strategy becomes a generally accepted way for State-owned Forest areas,further explores the status quo of forestry industry transformation in state-owned forest regions of Heilongjiang Province,and selects and optimizes the transformation path of forestry industry,which is beneficial to judge the transformation efficiency objectively and influence factors of the forestry industry at this stage.It provides decision-making basis for the transformation of the forestry industry in the state-owned forest region of Heilongjiang Province during the reform and transformation period and accelerates the transformation of the forestry industry.This paper takes 40 forestry enterprises in the State-owned Forest area of Heilongjiang Province as the research object.Firstly,it systematically sorts out the literature related to industrial transformation and forestry industry transformation research.Based on industrial economics theory,transformation economics theory and sustainable development theory,the status quo,motivation,obstacles and characteristics of the transformation process of the forestry industry in the state-owned forest region of Heilongjiang Province are analyzed.Secondly,the DEA-Malmquist and Tobit model methods are used for empirical analysis to measure the transformation efficiency of the forestry industry in the state-owned forest region of Heilongjiang Province.The influencing factors show that:(1)The overall efficiency of the overall forestry industry transformation in Heilongjiang Province in 2010-2017 is relatively ineffective,especially the main negative role of pure technical efficiency is becoming ineffective,fully demonstrating the upgrading of technical level and organizational management is the key to the transformation of the forestry industry in State-owned Forest areas in Heilongjiang Province.(2)Only Qinghe Forestry Bureau is at the forefront of production,most forestry enterprises are invalid because of the negative effect of pure technical efficiency,which once again proves the importance of strengthening the technical level.(3)From the results of dynamic index decomposition of forestry industry transformation efficiency,although pure technical efficiency has a negative effect,it is still moving in an optimistic direction.In order to adapt to the transformation and development,the state-owned forest region of Heilongjiang Province has made positive improvements.(4)Labor productivity,forest coverage and national policy environment have significant effects on the transformation of forestry industry in state-owned forest areas in Heilongjiang Province,while the average annual wage of employees in the post has an impact,but the P value is not significant;Again,researching the transformation path of forestry industry in state-owned forest areas in Heilongjiang Province is determined,which is the transition path of inclusive forestry industry,the transformation path of differentiated forestry industry and the transformation path of compound forestry industry.And the paper designs the transformation path suitable for 40 forestry enterprises in the state-owned forest region of Heilongjiang Province.Finally,it puts forward some countermeasures and suggestions for the realization of the transformation path of forestry industry in the state-owned forest region of Heilongjiang Province,including;clarifying government responsibilities,strengthening scientific and technological exchanges,actively raising forestry funds,strengthening professional personnel training,improving industrial ecologicalization.
