Ecological security plays a vital role in the economic development and the rational utilization of the resources and environment.Since the Eighteenth National Congress of the CPC,our country has made a strategic decision to vigorously promote the construction of ecological civilization in the new historical height.The construction of ecological civilization has been highly valued.A series of major decisions and arrangements have made significant progress and positive results in the construction of ecological civilization.As the main body of the terrestrial ecological environment,the characteristics of forest ecology determine that the ecological security of forestry is in the primary and basic Knowledge Maps of Research on Ecological City Construction in China based on Cite Spaceposition in maintaining the ecological security of the country or region,and the construction of ecological security can not be separated from the healthy development of the forestry industry.The theoretical system of forestry ecological security and the present situation of the development of forestry industry are the basis of establishing the compound system of forestry ecosystem(natural ecosystem)and forestry industrial system(social and economic system).Forestry industry-ecological coordinated development(the relationship between ecology and industry),further improving the development level of forestry industry and forestry ecological security,is the main direction to speed up the transformation of the economic development mode at the present stage.This paper stands in the forestry industry and the ecosystem perspective from the forestry industry ecological safety of the symbiotic relationship,based on the core idea of collaborative development theory,analysis model of forestry industrial structure quantitative measurement of composite within the system of forestry ecological safety and improve efficiency of data envelopment.Compared with the conventional data envelopment model,consider the existence of relaxation input index and output index system improvement after selecting DEA model based on variable relaxation(SBM)analysis of static measure of ecological security efficiency of forestry industry structure.According to the principle of DEA model index selection and the basis of existing theoretical research,4 input indexes,such as economic benefit of forestry industry,forestry industry advanced index,forest investment ratio and investment in forestry environmental pollution control,and 2 output indexes,such as contribution of forestry air quality improvement and unit GDP wastewater discharge in forest industry,are analyzed of cross section data set.The input and output data of 31 provincial administrative regions in China from 2005 to 2014 were calculated.According to the overall analysis,regional comparative analysis and comprehensive efficiency value clustering analysis of the efficiency values calculated by the SBM model,31 provincial administrative regions in China are classified as efficiency safety zone,efficient dual high area of technical efficiency,low-level development zone dominated by scale efficiency and dual low efficiency zone of decomposition efficiency.At the same time,based on the Malmquist index and decomposition formula,the temporal evolution process and regional difference of ecological safety efficiency of forestry industrial structure are analyzed from three aspects of efficiency change,technical efficiency and technological progress.The following conclusions are drawn.(1)The Malmquist index of China's forestry industrial structure has greater volatility and obvious regional differences.(2)The improvement of ecological safety efficiency of forestry industrial structure is mainly dependent on the improvement of technological efficiency.(3)The low index of Technological Change(TC)and the lack of technological progress have become the key factors that restrict the coordinated development of forestry industry and forestry ecosystem in China.Static SBM model and dynamic Malmquist index only measure the input and output indexes of forestry industrial structure forestry ecological security complex system,without considering the influence of external related factors.With the help of PSR model,from the composite system of the external environment of forestry industrial structure of forestry ecological safety composite system of the pressure of economic development,resources and environment and the state of the human face of environmental problems to take measures to improve the view of selected factors as explanatory variables.For the characteristics of the explanatory variables(the comprehensive efficiency value,the pure technical efficiency scale and the scale efficiency value),which are restricted to [0,1] according to their values,we select the truncated data Tobit model for regression analysis.It is more pertinent to consider the influence of the external system and improve the countermeasures when it is beneficial to the optimization of forestry industry structure and the improvement of forestry ecological security.Finally,from the perspective of the coordinated development of forestry industrial structure optimization and forestry ecological safety level,a multi-dimensional dynamic game system is built based on the multi-dimensional dynamic innovation model,which includes motivation driving dimension,influencing factor dimension and participation dimension.The system analyzes the influencing factors from the dimensions of government regulation,industrial norms,and the micro participation of enterprises and the public in order to achieve coordinated development between forestry industry system and forestry ecosystem.(1)Promote the innovation level of forestry science and technology and improving the technological efficiency of forestry industry to realize the sustainable reduction of forestry ecological resources consumption.(2)Optimize forestry industrial structure and promote forestry industry agglomeration to realize the scale benefit of forestry industry.(3)Promote the regional coordinated development ability of forestry industry and forestry ecological security.(4)Increase the forest capital and the source of capital investment and fiscal and tax support policies to regulate the development of forestry industry to protect the ecological security of forestry.(5)Strengthen the integration and sustainable development of forestry industry and forestry ecological security.
