| Mariculture industry in China has achieved a big achievement after its yield exceeded that of catching.However,with the emergence of international food safety issues,the safety of marine aquaculture products in China also needs people’s attention.In the process of development of the marine fish culture industry,there are two "turbot incidents" in the occurrence of turbot culture,which require the attention of aquaculture producers and government regulators.To solve the food safety problem of marine fish culture products in China,promote the healthy and sustainable development of the marine fish culture industry,it needs to strengthen government regulators to regulate the marine fish culture industry.The theoretical basis on which it is based is the market failure caused by the externalities and information asymmetry that are common in the food market.However,the impact of food safety regulations on the development of marine fish farming industry remains to be studied.The purpose of this paper is to analyze how to promote the sustainable development of China’s marine fish culture industry from the perspective of food safety regulation.The practical significance is to analyze the impact of food safety regulation on the economic development of marine fish culture industry and the behavior of aquaculture producers,and provide some reference for how to regulate the marine fish culture industry and promote the sustainable development of China’s marine fish culture industry.The academic significance is to compare and analyze the changes in yield and economic benefits of turbot culture and pufferfish farming under different regulatory conditions with the production and economic benefits of marine fish culture as indicators.At the same time,the game theory model is used to analyze the behavior of government regulators and aquaculture producers to explain how food safety regulation affects the behavior of marine fish producers.In addition,it provides policy recommendations for the development of marine fish culture industry based on regulatory effects and regulatory efforts.Firstly,this paper uses the literature analysis method to sort out the existing literature,summarizes the existing research directions,the views of scholars,and the existing research and the lack of research in this research direction,and summarizes the current food safety regulations.The research focuses on theoretical research and the use of other industries,and there are few studies on the production of food safety regulations for aquatic products,especially marine fish farming.In addition,the research on marine fish culture mainly focuses on how to efficiently breed,especially the research on the pufferfish aquaculture industry mainly focuses on the analysis of various physical and chemical properties such as scorpion toxin.Therefore,this paper analyzes the impact of food safety regulations on the impact of marine fish farming.Secondly,using the data tracking method,the changes in production of different marine fish over the years have been compiled from the China Fishery Statistical Yearbook and the National Marine Fish Industry Technology System Industrial Economic Database,combined with the different regulations implemented by government regulators in different years.Analyze the reasons for the change in production.Thirdly,using the questionnaire survey method,first design the questionnaire,after conducting on-the-spot investigation of the marine fish culture industry,modify and improve the questionnaire,and then conduct a formal investigation on a large scale,face-to-face communication with the aquaculture producers,and visit the aquaculture base on the spot,targeted.Understand the development of different marine fish farming industries and obtain research data.Then,descriptive statistical analysis is used to descriptive statistical analysis of the survey data.Based on ensuring the authenticity of the data,statistical models are selected to analyze the cost-benefit situation of different marine fish culture industries,and then compare different sea fishes,especially large ones.The differences between these two fishery industries.The same economic benefit assessment project,analyze the influencing factors,and summarize the development of the two under different regulatory conditions.Then combined with the connotation of sustainable development,we know that to maintain sustainable social development,we need to maintain the stability of social welfare,that is,to maintain relatively stable welfare between aquaculture producers and consumers,combined with economic knowledge,that is,to maintain stability.The cost-benefit ratio,therefore,compares the cost-benefit ratio of turbot culture and pufferfish carp culture industry for nearly 10 years by comparative analysis,and proves that regulation can ensure the stability of cost profit margin.Finally,the game theory model is used to analyze the government’s regulatory behavior and the production behavior of aquaculture producers.The results show that the regulatory probability of government regulators and the probability of illegal production of aquaculture producers decrease with the increase of illegal production penalty.According to the recent Food Safety Law,it is precisely through the method of increasing penalties to avoid the safety of marine fish culture products.The main research conclusions of this paper are that food safety regulation policy can enter the barriers of marine fish culture industry and maintain the stability of industrial cost profit margin.Regulators and producers can restrict the behavior of the two by increasing fines to produce qualified and healthy marine fish products.And the main recommendations are strictly implement safety entry regulations for marine fish culture;strengthen penalties for food safety quality standards laws and regulations;improve emergency legal departments and systems for marine fish product emergencies;consolidate institutional culture of marine fish culture and create marine fish product demand. |
