The Institutional Arrangement Of Fishery Resource Management In Xiangshan

With the improvement of marine fishing technique,marine fishery resources are getting exhausted.More experts and scholars start to pay attention to the sustainable development of marine fishery resources and fishery resources governance model.In this essay,I will try to apply the theory of public-pool to the current situation of Xiangshan marine resources and its related problems.In the end,I will propose a government –led and self-governed governance model to improve the institutional arrangement of fishery resource management in Xiangshan,which will help solve collective fishing problem in our country.In the first chapter,I will analyze the theory of public-pool and the sustainable development situation of marine fishery resources both at home and abroad.Then I will emphasize some important point of views when applying the public –pool theory to our public affairs.In the second chapter,I will explain the public-pool theory in detail and analyze the similarities of public pools and marine fishery resources.Then I will look into three main problems in self-governed sector of the public-pool theory,which are the supply problem of the new system,credibility problem and regulatory issues.In the third chapter,based on the current situation of Xiangshan marine resources,I will explain the institutional arrangement of fishery resource management in Xiangshan,which are fishing license management system,marine flaw management system,fishery diesel subsidy system,the sea(light)aquatic biological resources system and their outstanding improvement.In the fourth chapter,I will analyze the problems behind the institutional arrangement of fishery resource management in Xiangshan.First,fisheries policy decision-making is not representative of the main body.Second,the implementation of the fishery regulatory system does not work out.Third,fishermen have insufficient incentive to participate in marine fishery resource management.At last,I will explain my ideas to improve the institutional arrangement of fishery resource management based on the multi-centered governance theory.First of all,government needs to improve the fishery policies and regulations,vigorously promote the fishing vessel access system,strictly regulate the fishing vessel management system,introduce the quota fishing system and adjust fishery discount system scientifically.Then industry players need to encourage and develop fishermen's cooperative organizations,establish a pattern of common management of fishery resources,carry forward industry regulation system.Third,people need to increase their awareness of marine ecology,and restore marine ecology as much as possible.I believe I could promote the sustainable development of marine fishery resources through these three level of work,which achieve multi-centered governance.
