Study On Evaluation Index System Of Poverty Alleviation In Forest Carbon Sequestration

The research on climate change has always attracted much attention at home and abroad.As a win-win practice that can not only suppress climate change but also precisely alleviate poverty,forest carbon sequestration project has always been a hot spot and focus of international community research.However,most of the studies focus on the growth of forest carbon sequestration reserves and the calculation of ecological benefits.Few studies focus on the poverty alleviation performance evaluation index system of forest carbon sequestration.At present,although China has become a major forest carbon sink development area,the low turnover of forest carbon sinks and the incomplete development of trading market have weakened the poverty alleviation performance of forest carbon sinks and hampered the enthusiasm of farmers to participate in forest carbon sink projects.This study relies on the National Social Science Fund project "Policy Research on Poverty Alleviation by Forest Carbon Sequestration in Southwest Ethnic Minority Areas",and based on the literature review of forest carbon sequestration projects and performance-based poverty alleviation at home and abroad,and because of the realistic conditions of precise poverty alleviation,the performance evaluation system of forest carbon sequestration poverty alleviation was established by using Amartya Sen's theory of capability,based on economic benefits,development capabilities and development opportunities.The system was related to 6 counties and 630 farmers in two areas of forest carbon sequestration projects in Sichuan Province.Data,using the method of analytic hierarchy process and entropy value,the poverty alleviation performance of forest carbon sequestration project was empirically studied,which provided ideas for the study of poverty alleviation performance evaluation system of forest carbon sequestration project.The results show that the forest carbon sequestration project has a certain poverty alleviation performance,but the overall level is not high and there is room for further improvement;in the same project implementation area,the performance of economic benefits,development capacity and development opportunities have different emphasis,but economic benefits still play a dominant role;Per capita income,whether the project community participates in project design and provides employment opportunities have significant effects on the economic benefits,development capacity and development opportunities of forest carbon sequestration projects respectively.Therefore,in the future development process of forest carbon sequestration projects,we should strengthen overall management,improve poverty alleviation performance;unite multiple forces,coordinate the operation of institutions;improve talent reserves,form scientific and technological support;improve publicity efforts,and increase social impact.
