China has a large population and food is the foundation of the country.We must ensure adequate grain.In China,most of the grain comes from agricultural irrigation areas,which are the basic guarantee for rural economic and social development and farmers’ income.Hunsha irrigated area is a large-scale irrigated area in Liaoning Province,which has a long running time.The problems such as canal leakage,building damage and so on are constantly appearing.It is urgent to reform the irrigated area to alleviate the contradictions.Hunsha Irrigation District still needs to improve the present management system,strengthen the information construction,expand the scope of automation,so as to make the irrigation district management means to achieve automation and modernization.The main contents of the informatization project for the continuation and matching of water-saving projects in Hun Sha irrigation area are as follows:(1)channel engineering: canal seepage prevention lining 58469 m.(2)building works: 2 aqueducts,27 water diversion and 27 agricultural bridge projects.(3)Informationization project: one central monitoring station,7 sets of main channel water monitoring system,2 sets of integrated soil moisture meters for typical plots.It is predicted that after the implementation of the project design,the irrigation area will be restored to 100,000 mu,the irrigation area will be improved to 78,900 mu,the grain production capacity will be increased by 10.057 million kg,and the agricultural output value will be increased by 41,021,000 yuan.The internal rate of return of the national economy is 18.16%,greater than 8%;the net present value of the economy is 69,432,200 yuan,greater than 0;the ratio of benefit to cost is 1.88,greater than 1.From the results,it can be seen that in the national economic evaluation of Hunsha Irrigation District water-saving reconstruction information project,its evaluation index is better,the project is reasonable and feasible.The continuous construction of the muddy sand irrigation area and the information-based design of the water-saving transformation mainly solve problems such as leakage of channels,repair and reconstruction of damaged canals,desilting and desilting,and the construction of an automated monitoring system.It will greatly improve the water transmission conditions,make it easier to control water resources,increase the utilization rate of water resources,reduce agricultural costs,increase farmers ’income,and consolidate and improve the results of comprehensive agricultural development.Starting from the basic situation of informatization construction in muddy irrigation area,this paper analyzes the current application of informatization technology,and puts forward the informatization construction plan for the new stage in view of the continuous development of supporting and water-saving reconstruction projects.It lays the foundation for the automation and modernization of irrigation area management in the future.
