Shandong Province faced two problems-the shortage of water and the mal-distributed in space and time, which has negative impact on the eco-climatic, social capacity and economic development. The average person possession of water is only466m3,263m3per acre, just as1/6and1/7on average of the whole nation. Water-shortage has turned to the main bottleneck for the Society Sustainable Development of Shandong. Since the implementation of "Administrative Measures of Shandong Province on total amount control of water consumption" and by stringent management, Shandong Province has improved efficiency of water use by water-using quantity control. And the water consumption of ten thousand yuan GDP from175m3in2003fell to44.3m3in2012, effective coefficient of irrigative water utilization is increased from0.533in2003to0.614in2012. However, there are still lots of irrigation district ageing disrepair, running in spite of sick, buildings inadequate, technology outdated, which leading to irrigation efficiency constant diminished progressively. In terms of another, account for the province more than60%of the water consumption of agricultural irrigation water saving potential is tremendous. As the important part of rural infrastructure, Water-saving improvement project meets the requirement of people’s living and planting, which plays a very important role in promoting the local economic and social development, the improvement of people’s living standards and quality. Therefore, scientific, economic and effective water-saving reform not only meet the instruction of the Central Committee like "water-saving irrigation as a revolutionary measures to grasp", but also being the important strategic deployment of the national economy a sustainable utilization of water resources and the sustainable development.The new planning and design mode of "quaternity", which is composed of ecotype, water-saving type, technical type and information type, has been constructed in this thesis.By analyzing the actuality and problems of the west main canals in Xueye reservoir irrigation area of Laiwu city, the thesis necessary of Continuous Construction, Conveyance and water-saving technical transformation engineering are testified. Feasibility study of the project is achieved passing through these course:the water resources balance analysis, the design of water-saving technical transformation engineering, the water and soil losses effect analyses and the environment effect analyses, the project investment appraisal and the fund arrangement and the efficiency measures. Main conclusions are as follows:1) The west main channel anti-seepage project can effectively improve the irrigation water use coefficient and irrigation assurance, improve irrigation conditions. There are139canal system structures are reconstructed, rebuild or repaired in this project, management facilities are fixed in irrigation district, also.2) The project can effectively control the soil erosion caused by construction and various kinds of environmental impact by implementing measures of soil-water conservation and environmental protection.3) The estimated total investment of the engineering is52.9285million yuan, total time limit is1year. According to Evaluation of the national economy, economic internal rate of return greater than social discount rate, economic net present value greater than zero, and economic benefits than the cost of more than1.0, the conclusion can be gotten:the project is economically rational, economic and social benefits is significant. Results from the sensitivity analysis, in the floating set within the framework, various economic indicators still meets the regulatory requirements, it can achieved that the project has strong anti-risk capability.
