Study On Compensation Policy For Grassland Ecological Construction

At present,the construction of grassland ecology and the restoration of grassland ecology are imminent.It is the most important thing to promote the long-term development of grassland resources,the development of a well-off society,and the solution of the contradiction between "three pastures".However,because the research covers a wide range,the various parts are closely linked and the degree of difficulty is high,the analysis of this topic in China is not yet systematic and mature.The author is based on relevant theoretical knowledge,such as public goods theory,resource value theory knowledge and so on.Considering the current experience of grassland ecological remediation,a systematic analysis of the policy was carried out by combining empirical,comparative and field investigations.In order to carry out this policy,we must make clear the compensation norms that are in line with the actual situation.The author takes Tongliao Keerqin grassland as the research subject,consults the relevant reports of the global grassland ecological compensation policy,and studies the current situation of grassland restoration in Inner Mongolia,based on the relevant theoretical knowledge,such as the value theory of natural resources,and so on.The concept of sustainable development,using qualitative methods,standing on different compensated angles to study the correct compensation standards,using a large number of field research data,taking the grassland ecological protection subsidy and incentive policy as the research object,comprehensive regional differences,the environment,the market and other adverse effects on pastoral workers to formulate.In addition to the dynamic and differential compensation standards,it is necessary to consider how to formulate the standards on the basis of the length of grassland restoration.Based on the analysis of the current situation of grassland ecological compensation policy in Inner Mongolia,it is believed that the establishment of grassland ecological compensation mechanism in Inner Mongolia has a solid policy basis and is also an effective measure to face the long-term development of grassland.Based on the current situation of grassland ecological compensation policy implementation,this paper systematically summarizes the benefits brought by the implementation of this policy,such as the benefits to the ecological environment and the improvement of herdsmen's living standards.The author studies the obstacles and unreasonableness of compensation policy for grassland ecological construction,and concludes that these obstacles are mainly due to the inconsistency of measures,technical indicators,the lack of infrastructure standards,the insufficient injection of funds,the lack of diversity of policy standards,the lack of compensation time,and the burden on local livestock people.More economic pressures,underdeveloped local science and technology and other factors.The results show that these factors are due to the lack of a complete system of laws,policies,funds and management policies,the inability to accurately calculate the service value of grassland resources,the uncertain ownership of grassland resources,and the ineffective transformation of animal husbandry.Based on these analyses,the author puts forward his own thoughts on perfecting the policy,perfecting the legal policies needed to carry out the policy,promoting the orderly implementation of the policy in a scientific and reasonable way,defining the long-term investment and financing policies,solving the problem of grassland ownership property rights,improving the management structure of the policy and promoting the part.The reform of the people of animal husbandry and industrial transformation.
