The Difference Of Grassland Ecological Compensation Policy:Implementation And Response

At present,the grassland ecological supplement policy has become an important part of the policy of strengthening farmers and grazing in Inner Mongolia Autonomous Region.Different ways to implement the grassland ecological supplement policy in different regions.Therefore,there is a difference in the degree of response of pastoralists to policies.Whether the herders are fully implemented in accordance with policy requirements is affected by many uncertain factors.The degree of response of pastoralists to policies is an important indicator for judging the effectiveness of policy implementation.Flexible adjustment of grassland ecological protection policies can more effectively reduce the contradiction between grass and livestock,and ease the contradiction between the increase of herdsmen's income and grassland ecological protection.Based on the investigation of 155 herdsmen in Xilingol League and 203 herdsmen in Alashan League in Inner Mongolia.The relevant data and material were obtained by means of questionnaire survey and interview,as well as by means of local leaders holding related symposiums and so on.Under the background of different implementation methods of grassland ecological reward policies in different regions,the herdsmen's response to the policy is analyzed from the perspective of the awareness and satisfaction of the policy.Through the binary Logit model,the main influencing factors of pastoral satisfaction are measured and analyzed.This article draws the following conclusions:In the grassland ecological compensation policy implementation,the two regions of the subsidy mode,subsidy standards are different.By analyzing the response degree of pastoralists in the two regions to the policy,some conclusions can be drawn:The degree of understanding and satisfaction of the herdsmen in Alasan League was lower than that in Xilingol League.And the understanding of the policy channel is single,according to the policy requirements to adjust the structure of livestock and maintain a balance between grass and livestock less than Xilingol League,the response to the policy is not high.In the analysis of policy satisfaction,although most herdsmen are satisfied with the implementation of the policy,there are still some herdsmen who are not satisfied with the way and amount of subsidy.The factors influencing herdsmen satisfaction with policies are the production and management of herdsman animal husbandry and their perception of policies.Due to the different degree of satisfaction with the policy,herdsmen have different responses to the policy.According to the conclusion above,the following countermeasures are put forward:in order to implement the grassland ecological compensation policy more effectively,besides adjusting the policy itself,the structure of animal husbandry production needs to be adjusted.Secondly,it is necessary to construct the differentiated grassland ecological compensation mode and make clear the rewards and punishments of grassland ecological compensation policy.Finally,the herdsmen need to strengthen the implementation of the policy.
