| China is not only a populous country but also a great agricultural country.Irrigation is the foundation of agriculture,which is the foundation of people’s livelihood.In a sense,water resources is of great significance with regard to the overall condition of the food security,the development of people’s livelihood and social stability in China.For a long time,the important factors restricting the development of Chinese agriculture mainly include extensive use of agricultural water and the low efficiency of agricultural water use.In order to establish a scientific and reasonable water-saving management mechanism,alleviate the contradiction between water supply and demand effectively,optimize the management and allocation of water resources,facilitate a healthy,stable and sustainable development of Chinese agriculture,and accelerate the pace of water-saving society construction,agriculture water price comprehensive reform came into being.However,affected by the traditional irrigation methods,the thought of farmers is difficult to change,and the purpose and benefits of comprehensive reform of agricultural water price can not well understood by them in a short period.In addition,commodity prices have risen rapidly,the costs of agricultural products have also increased,but the incomes of farmers have always been low.Therefore,farmers are more resistant to agricultural water price reforms,which seriously affects farmers’ satisfaction of the comprehensive reform policy of agricultural water price.In order to explore the main factors affecting the satisfaction of farmers in the comprehensive reform policy of agricultural water price,and analyze the internal logical relationship among the factors affecting farmers’ satisfaction,this paper takes the perspective of farmers as the starting point,based on the first-hand survey data of 10 pilot counties(districts)in Gansu Province.The structural equation model is used to systematically analyze the main factors affecting the satisfaction of farmers from the three dimensions,policy design,policy implementation,and policy effectiveness.The results show that these three dimensions of policy design,policy implementation and policy effectiveness all have a significant and positive impact on farmers’ satisfaction of the comprehensive reform of agricultural water price.Among them,policy effect has the greatest impact on the farmers’ satisfaction,followed by policy implementation,and policy design has the lowest impact on farmer’s satisfaction.Based on the systematic analysis of the factors affecting the satisfaction of farmers,this paper explores and proposes the policy recommendations to optimize the comprehensive reform policy of agricultural water price in China and improve the satisfaction of farmers,that is to promote agricultural water price reform continuously,improve the mechanism of the formation of agricultural water price,promote the reform of the property right of small-sized water conservancy project,and establish a long-term management and protection mechanism for the project;promote the water conservancy project system of farmland,improve the quality of agricultural water supply;standardize the construction of water association of farmers,build a management system for farmer’s autonomous use of water;increase the broadcast of policy and create a good social environment. |
