Since the beginning of the 20 th century,the situation of water shortage has become more and more severe.Especially in recent years,with the development of industry and agriculture,the demand for water resources,especially freshwater resources,is increasing,and water standards are constantly improving.Agricultural water consumption accounts for more than 60% of the total water consumption.Over the years,due to backward infrastructure,lack of irrigation concepts,and lack of public awareness of water conservation,there has been a huge waste of water resources.As China’s largest grain production base,Heilongjiang Province also has water shortages to varying degrees from the current statistical situation,which threatens my country’s food security.Therefore,the problem of agricultural irrigation water should be highly valued by the government and the people.On the one hand,agriculture must save water,and on the other hand,it must meet the needs of agricultural water.This requires us to establish a correct concept of water use,increase infrastructure construction,use advanced equipment and concepts,improve the utilization rate of agricultural water resources,and implement reasonable water charging standards,which not only achieves the purpose of saving water,but also meets the needs of agriculture.water demand.At present,most areas in China charge relatively low fees for agricultural water,and the government bears more burdens,resulting in serious waste of agricultural water,lack of awareness of water conservation by farmers,and difficulties in the survival of water supply companies.The Lahai Irrigation District is an example to study the price of agricultural water.The general idea of??water price determination is to first calculate the three water prices: the cost of water supply,the price of farmers’ affordability,and the price of water under the influence of abundance and shortage,and then choose to use the more mature AHP to establish an AHP model.Compare the various factors that have an important impact on the irrigation water price,so as to compare the relative importance of different influencing factors,turn the abstract text measurement into an intuitive number,and use the analysis results to find the cost of water supply and the price that farmers can afford.,the influence weight of water price under the influence of abundance and scarcity degree,the water price is multiplied by the respective weight and added to get the final calculated water price,which is in line with the agricultural production needs of Lahai Irrigation Area.The calculation of agricultural water price in Lahai Irrigation Area is mainly divided into the following four steps: First,the data of crop irrigation water volume,water fee paid for irrigation water,and water supply cost of water supply enterprises in Lahai Irrigation Area of ??Duerbert Mongolian Autonomous County are summarized and sorted;In the process of establishing a complete full-cost water price model,taking into account various factors that affect the water price,the cost of irrigation water in the Lahai Irrigation Area is accurately calculated,and then the corresponding water price is calculated;third,in the process of calculating the water price,the water resources The impact of abundance and scarcity on irrigation water prices is considered separately,and the water prices affected by the abundance and scarcity of water resources are calculated.Fourth,while setting reasonable agricultural water prices,it is also necessary to establish water-saving subsidy measures that match the agricultural water prices.,so as to ensure that farmers can accept the adjusted irrigation water price.The purpose of this research is to find an irrigation water price that is in line with the actual conditions of the Lahai Irrigation Area.This price must be both scientific and acceptable to the farmers.The entire water price comprehensive reform is not only about changes in agricultural water prices,but also to formulate a supporting water resources management mechanism,which echoes the state’s policy on subsidies for agriculture,rural areas and farmers.The water price set in this way not only saves water costs,but also meets the water demand of farmers.It also allows water supply companies to have funds to maintain water supply facilities and introduce advanced equipment,etc.,and truly benefit the three parties from the comprehensive reform of agricultural water prices.
