As an important type of land use in China,cultivated land plays an impor tant role in safeguarding national food security and rural stability.With the inc reasing occupation of cultivated land by construction land in economic develop ment,the high-quality cultivated land in China has been reduced rapidly.Famil y decentralized management is the main mode of cultivated land utilizationinCh ina,and the degree of cultivated land fragmentation is relatively serious.Inaddi tion,the income growth of farmer’s from managing cultivated land is limited,so a large number of farmers abandon cultivated land which leads to large area of cultivated land waste.The utilization efficiency of rural cultivated land is not high.In order to control the destruction of cultivated land caused byeconomic development,China has established the strictest Cultivated land protection syst em since 1996.In addition,under the background of the loss of youngand stro ng rural labor force and the prominent phenomenon of cultivated land desertion,the demand for large-scale management of cultivated land to protect cultivated land land and ensure grain production is becoming higher and higher,which le ads to a series of changes in the way of cultivated land utilization.Domestic scholars call the change of cultivated land use mode as Cultivat edLand Transitions.The change of its spatial form is called Cultivated Land Do minant Transitions,and the change of property rights,system and management mode is calledCultivated Land Recessive Transitions.Cultivated Land Transition s is related to food security and rural stability in China.Therefore,it is of gre at significance to carry out research on cultivated land transitions for theformul ation of cultivated land protection policies and the promotion of rural economic development in China.Based on the relevant definitions of land usetransitions theory,this paper discusses the process of cultivated land transitionsin China f rom two perspectives of dominant transitions and recessive transitions.For the process of recessive transitions of cultivated land,this paper takes the policy transmission mechanism as the analysis framework,starting from fou r aspects: the manager of cultivated land management,the economic function o f agricultural,the production technology of agricultural and the mode of cultiva ted land transaction,carding the relevant policy contents in No.1 document of the Central Committee since 2004,and evaluating the policy effects.The resu lts show that China’s relevant policies have achieved a certain results in fosteri ng new types of farmland manager,promoting cultivated land circulation,andinn ovating agricultural production technology,but still need to be strengthened in increasing farmers’ income,using new agricultural technology and meeting the d emand of farmland circulation.For the process of dominant transitions of cultivated land,this paper analy zed the mutual transformation between cultivated land and ecological land,con struction land and unused land in China during the past 20 years based on re mote sensing monitoring data of provincial land use in 1995 and 2015.The re sults show that although China’s cultivated land protection policy has achieveds ome results in controlling the cultivated land area,it has failed to fundamentall y prevent the construction land from encroaching on cultivated land,and there are big regional differences of cultivated land change.In the developed provinc es of Southeast China,the reduction of high-quality cultivated land is moreseri ous,while in the West and North China,more cultivated land is increased at t he expense of ecology,and the quality of newly added cultivated land isgenera lly low.Based on the analysis of the dominant and recessive transitions of cultivat ed land,from the perspective of cultivated land protection,this paper construct s the evaluation indicators system of cultivated land transition impact in China,calculates the comprehensive score of cultivated land transition impact in China from 2007 to 2016 by using AHP model,and uses the correlation model to an alyze the impact mode of each evaluation indicator on cultivated land transition s.The result shows,it will make the transitions beneficial to the cultivatedland protection and food productionguarantee through ways like fostering newcultivat ed land manager,enhancing the scale of cultivated land management,increasing t he income of farmers,innovating agricultural production technology and improv ing the transfer market of cultivated land,etc.Finally,on the basis of the impact assessment of cultivated land transitions,this paper discussedthe existing problems in fostering new cultivated land mana ger,enhancing cultivated land management scale,increasing farmers’ income,in novating agricultural production technology and improving the circulation ofculti vated land in China,and put forward solutions and suggestions.
