Research On The Government Financing Model Of Rural Water Conservancy Infrastructure Construction Under The Rural Revitalization Strategy

Agriculture is the foundation of a country’s national economy,and water conservancy is the lifeblood of agriculture.Therefore,the construction of rural water conservancy infrastructure is related to the sustainable development of China’s agriculture.A good water conservancy infrastructure is an important measure to improve the comprehensive food production capacity and effectively solve the problems of agriculture,rural areas and farmers.However,the construction of rural water conservancy infrastructure has always been difficult to finance due to its own public welfare nature.With the further advancement of the rural revitalization strategy,the government ’s financing model for rural water conservancy infrastructure has been updated and improved to usher in new development opportunities.This thesis studies the government financing mode of rural water conservancy infrastructure construction under the rural revitalization strategy.It can not only improve and enrich the theoretical basis for related fields,but also provide a feasible practice path for the further deployment and promotion of rural revitalization strategies.Put forward constructive suggestions on the financing of rural water conservancy infrastructure.This paper first introduces in detail the background of this study’s topic selection,research significance,methods,and content innovation;at the same time,it sorts out and reviews the literature in related fields;then,this article focuses on the core concepts of this study Defined,and laid the theoretical foundation for this research through the theory of public goods theory,financing theory and rural revitalization theory;then,this paper analyzes the construction and financing status of rural water conservancy infrastructure in China,from the main financing sources,The government financing model of water conservancy infrastructure analyzes the status of financing,and analyzes the problems of existing financing models through practical cases.Through PEST analysis and empirical analysis,this paper analyzes the government financing environment of rural water infrastructure under the strategic objective of rural revitalization And financing effectiveness analysis.Through analysis,the macro environmental requirements of rural water conservancy infrastructure government financing under the rural revitalization strategy are learned,and the shortcomings of financing effectiveness.By comparing the effectiveness analysis of various existing models,the advantages and disadvantages of each model and the applicable environment are found.Based on the above theories,cases andempirical analysis,drawing on advanced foreign government financing experience in water infrastructure,a new model for improving rural water infrastructure government financing is proposed,mainly including the financial financing model,the state-owned enterprise private model,and agricultural business entities.There are four financing modes and urban industrial and commercial capital going to the countryside.
