| The construction of rural water conservancy infrastructure plays an important role in the construction of rural infrastructure in China.Because of natural monopoly and the characteristics of quasi-public goods,so that the scope of its benefits with regional,limited and the use of the relatively inefficient characteristics of rural water conservancy construction projects are generally initiated by the government,But this increased the government’s financial sharing,so that there is insufficient supply of rural water conservancy,management inefficiency and other issues,it is difficult to meet the needs of farmers,not good operation results..Introduce the PPP model into construction,encourage the investment,construction and operation of social capital to related projects,increase the supply of rural water conservancy construction,and reduce the financial burden of the government,promote the improvement of technology and management,improve the efficiency and so on.Based on the current situation of China’s rural water conservancy construction investment,this paper analyzes the investment and financing difficulties faced by rural water conservancy construction,which mainly include insufficient financial investment,narrow financing channels,and lack of effective incentive mechanisms.Combine the relevant PPP theory,study the PPP financing model applicable to the construction of rural water conservancy facilities,use the SWOT analysis method,study the advantages and disadvantages,opportunities and threats of the PPP model in rural water conservancy construction applications,and explore the application of the PPP model in rural water conservancy infrastructure construction.In the implementation process,the four stages of the preparation phase,bidding phase,financing phase,and implementation phase of the PPP model are proposed.Take Anqiu City farmland water conservancy irrigation project as an example to conduct an analysis,from the perspective,economic benefits,risk management,operation modes,and other aspects of the application of PPP model in specific projects. |
