Non-commercial Forest plays an very important role in the protection of ecological environment in Fujian province,but there still some problem need to be solve in the protection and development of Non-commercial Forest.Be the first to be affected that is capital scarcity.Non-commercial Forest belongs to the public goods which is an external economic entity.And it needs to be intervening by the government.In that case,we need to study the policy of financing in Non-commercial Forest of Fujiang in order to solve the problem in the protection and development of it.The thesis makes a brief introduction of the situation in the financing in Non-commercial Forest of Fujian.What’s more,the thesis takes a summary record of the problem in the financing in Non-commercial Forest of Fujiang.On the basic of questionnaire,the thesis investigating on three parts:state-run,forester and village community and make statistical analysis the willingness of the financing.Besides,the thesis expatiate the supply policy of financing in Non-commercial Forest of Fujian.On the outcome of questionnaire,the thesis uses the Logistic regression model to investigate the supply policy of financing in Non-commercial Forest of Fujian.The outcomes as following:Firstly,in the measure model of state-run’s Non-commercial Forest’s financing needs of supply policy.The independent variable that Ecological benefit compensation policy of non-commercial forest has been tested which is having an active result.Secondly,in the measure model of collective owner’s Non-commercial Forest’s financing needs of supply policy,the independent variable that Ecological benefit compensation policy and the encouragement of donate by the society which is also having an active result.Thirdly,in the measure model of privately-owned Non-commercial Forest’s financing needs of supply policy,the independent variable that Ecological benefit compensation policy,financial discount of the Non-commercial Forest and the economical development subsidy from government whose have an active result.And the independent variable that Ecological benefit compensation policy has greatly influence of personal needs of the financing of supply policy.What’s more,pointing at the problem in financing in Non-commercial Forest of Fujian that thesis has giving some suggestions on the foundation of the result in statistical analysis and econometric study.The thesis suggesting that the government should put some financial subsidies on the development of Non-commercial Forest of Fujian,and make a discount for the owner’s loan of Non-commercial Forest.Besides,government also needs to put financial subsidies on the management and protection of Non-commercial Forest and encouraging the social donates by the policy.What is more important that is government needs to formulate a policy to lead the marketing model can be form in the development of Non-commercial forest.
