Analysis Of Current Situation Of Xinxiang Farmland Improvement Project And Study On Management Mechanism Reconstruction

Farmland renovation can improve the quality of cultivated land,improve the conditions of cultivated land infrastructure,and enhance the production conditions,level and capacity of cultivated land.In 2018,China integrated farmland improvement projects,farmland water conservancy projects,agricultural comprehensive development projects,and agricultural investment projects into the management of agricultural and rural sectors,realizing the transition from multiple management to unified management.How to manage the integrated projects requires careful and careful study.This paper discusses and studies this issue:(1)Analyze the problems existing in the implementation of farmland remediation projects in Xinxiang city from 2014 to 2017 by studying the fund source,commencement and completion time,management organization and management personnel,etc.(2)the financial department of agriculture comprehensive development project,department of water conservancy irrigation and water conservancy project,send one hundred billion jins food program in the department of management organization,personnel,and the analysis of the management process,and with the original department of farmland improvement project,the department of agriculture and rural areas after the reform of farmland construction project management organization,personnel and management process were compared.According to the research,the management of farmland renovation project of the original land department of Xinxiang city is similar to that of the agricultural and rural department in terms of the establishment of the management organization,the number and structure of the management personnel,and the management process.(3)proposed by the farmers of the farmland management cooperation organization involved in the project application,design,implementation,acceptance and management of each phase,and encourage social capital involved in the construction of farmland,in order to strengthen the management of working units,asound management system,to carry out the management funds,the establishment of comprehensive evaluation of the supervision system,etc.,to improve the system of management organization and management of the construction of the farmland.
