| The issue of "Agriculture,Countryside and Farmers" has always been attached great importance by the government of our country.Since 2004,the first document of the Central Committee has been focusing on "Agriculture,Countryside and Farmers" for 12 times,which is of great significance.In recent years,the state has constantly introduced various policies to strengthen agriculture and benefit farmers,and has gradually increased the financial input to the "three rural areas".The comprehensive development of agriculture is a major measure taken by the country to solve the problem of "Agriculture,Countryside and Farmers".Comprehensive agricultural development is to protect and support agricultural development,we will improve the environment for agricultural production,optimize and integrate agricultural resources,adjust the structure of agricultural production,raise the overall economic and social benefits of agriculture,and invest more funds in agricultural development utilization of agricultural resources.Its purpose is to strengthen the agricultural infrastructure and ecological construction,improve the comprehensive benefits of agriculture and ensure national food security;promote the strategic readjustment of the agricultural and rural economic structure,promote the industrialization of agriculture,improve the comprehensive efficiency of agriculture and increase farmers’ income.On the basis of correctly define the relevant concepts,this paper analyses and summarizes the current situation of construction and management of high standard farmland in Zhuhai.Based on the theory of performance management and public goods,this paper uses DEA method to make a preliminary analysis of the past performance of financial investment in performance management,then reviews the existing problems,and finally puts forward some suggestions on policy.This paper is divided into seven chapters.The first chapter mainly discusses the research purpose,research significance,background information,references,main frame and research methods.And the core concepts and theoretical basis of this paper are put forward in the second chapter.Chapter three mainly explains the history and current management situation of high-standard farmland construction in Zhuhai,and analyses the management framework,operation process of high-standard farmland construction in Zhuhai.The fourth chapter analyses the management performance of high standard farmland coinstruction in Zhuhai In recent years.n the fifth chapter,accorditog to theimplementation process of high-standard farmland construction,the problems and reasons of high-standard farmlaad construction management in Zhuhai’s comprehensive agricultural developrment are studied in detail.Chapter six mainly aims at the above problems and puts forward p’olicy suggestions unnder the leadership of performance management.Chapter seven is a summary of the fuil text.Through the research,it is found that cobleimtls the most prominent problem is the lack of performance management It can be subdivided into six major problems:lack of awareness of local govegement performanceHnanagement,unreasonable pre-plamning and design,unscientific tendering and.bidding management,negligent construction process management,msuffioient acceptance and neglect projectmanagement and maintenance.The main six policy suggestions put forward in this paper are:Effectively establish performance awareness,strengtthen department concordance,perfecting pre-planning and design management,impiove the management of tendering and bidding,improving the management of construction process,perfect acceptance man agement,Improve project management and mainteaiaiice. |
