Water conservancy project is the foundation of the national economy,an important factor of social development,an important guarantee for the construction of ecological civilization.During the period of "the 13th Five Year Plan" Our countries will invest 600 billion for water-saving and major water conservancy project construction.This will undoubtedly bring new development opportunities to irrigation and water conservancy construction field.There is an urgent need to fully investigate and summarize the past achievements and problems of the construction of the irrigation and water conservancy engineering,analyzes its profound reason,explore the future development direction.This paper has carried out the following research works:First of all,the article details the current situation,existing problems and development needs of farmland water conservancy construction in Hunan Province.Secondly,based on the data and experience of Hunan Province,this paper puts forward a new model of ecological construction in irrigation area,and on this basis,it summarizes the ecological and efficient construction mode of Hunan Province.Thirdly,the paper constructs the structural equation model and quantitatively analyzes the key factors influencing the management of farmland water conservancy project.Fourthly,the paper puts forward some suggestions on the reform of property rights system of farmland water conservancy project.The basic conclusions of this paper are:(1)A new form of irrigation water conservancy design is put forward,and four kinds of ecological and efficient construction modes in Hunan Province are summarized as follows:poverty alleviation and disaster reduction construction mode in mountainous areas,Resist the drought and increase the production mode in the hilly area,landscape construction and increase the efficiency of construction mode in plain area and efficient and ecological construction mode in Dongting Lake area.And then use the actual data of the research carried out the benefit calculation(2)The fourth chapter of the article constructs the evaluation index of management index of farmland water conservancy project,which mainly includes engineering conditions,farmers' participation and irrigation effect.The engineering conditions include three indicators:the degree of government attention,the degree of project integrity,the situation of management and protection funds.Farmers'participation includes three levels of awareness,degree of support and willingness to participate in management.The irrigation effect includes irrigation safety and irrigation Convenience to two indicators.(3)Data collation was performed using interviews,questionnaires,and report collating,and Cronbach's Alpha values were used for reliability testing.KOM and Bartlett spherical tests were used for validity testing(4)The fourth chapter of the article also established a SEM-based farmland water conservancy project management evaluation model.The model analyzes and identifies the key influencing factors of farmland water conservancy project management.The engineering conditions had a significant effect on the farmers'participation and irrigation effect,and the standardized path coefficients were 0.94 and 0.71 respectively.The farmers' participation was directly affected by the irrigation effect,and the path coefficient was 0.30.(5)At the end of the fourth chapter of the article,the weight between the key influencing factors is calculated quantitatively.The weight of the government,such as the degree of project,the degree of project well and the condition of the management and protection funds,are:0.665,0.63,0.593;The degree of support,the degree of support,and the willingness to participate in the willingness to take care of farmers are 0.345,0.387 and 0.368,respectively..The weight of the affected area and the irrigation convenience are 0.805 and 0.767,respectively.And the calculation formula of influencing factors is established by the above weights.(6)In the fifth chapter,the paper puts forward the management model of small-scale farmland water conservancy project management mode and the large-scale irrigation farmland water conservancy project management mode according to the related concept and technology of "Internet +".On the basis of the research results,this paper puts forward some relevant policy suggestions,and provides a new exploration and reference for the research on the management of farmland water conservancy project and the reform of property right system.
