China is a country with a shortage of water resources.With the situation of water shortage becoming more and more serious,the problem of water resource conservation has already become a key issue of national concern.The agricultural water consumption accounts for more than half of the total social water consumption.In addition,the problem of "welfare water" for irrigation exists,and irrigation water has become the main source of water consumption.Shandong Province is a large agricultural province,and because of this,there is huge potential for water conservation.Since 2014,the state has made attempts on agricultural water price reform and set up pilot projects nationwide.The purpose of the reform is to save water resources and conduct preliminary exploration of the future agricultural layout.Therefore,the effectiveness of the reform has become the reference basis for the next agricultural development.This paper uses this as a starting point to conduct a comprehensive evaluation of the effect of agricultural water price reform in Shandong Province.It is of practical significance to explore the future development of agriculture in Shandong Province through the evaluation results.The author consulted a large number of documents,statistical data and local policies,and established a set of fuzzy evaluation system by studying the current reform situation of Shandong Province,combining theoretical analysis,field research,using fuzzy comprehensive evaluation method,and determining the weight through expert scoring.By comparing the statistical data from 2013 to 2018,the effect evaluation of agricultural water price reform is divided into 12 secondary indicators,including: effective utilization coefficient of farmland irrigation water,average irrigation water consumption per mu,average water consumption per mu,average yield per mu,per capita disposable income in rural areas,average water consumption per mu,number of workers per mu,project integrity rate,water-saving irrigation area,real yield of water fee,and water use participated by farmers The management degree and reservoir capacity reflect the four first-class indicators of water-saving performance,economic performance,social performance and environmental performance,and finally get comprehensive evaluation scores every year to judge the reform effect.Finally,in view of the problems existing in the reform,the author puts forward suggestions to improve the water price reform,including the government departments should make improvements from policy optimization,policy implementation,water cost sharing,management and maintenance responsibility sharing.In terms of water users and farmers’ autonomous organizations,water users should take the initiative to undertake the water cost of irrigation water and equipment maintenance,enhance the awareness of water conservation,and strengthen the awareness of water conservation Policy understanding.The water organization and village collective should play an auxiliary role in the reform,undertake the tasks of water fee accounting and collection,fund management and distribution,and social institutions share the agricultural water price by providing services,funds,project construction and other ways,and obtain the interests they need.
