| With the nation wide "pet fever" "dog fever" continues to rise,China’s pet dog breeding scale is gradually expanding,dog problems have caused widespread concern of the government and the public,which becomes a major "persistent problem" of urban management.As a developed city with rapid economic development and a large urban scale,the number of dogs kept by urban residents has continued increasing in recent years,reaching nearly one million in year of 2020.The dog problem and the epidemic prevention and control problems,personal safety,public health,social stability as well as city appearance problems also plague the management of T city government.In this context,how to explore the establishment of a comprehensive,perfect,efficient and integrated dog management model has become a difficult problem in front of the government.This paper proposes a theoretical framework of holistic dog management,explains the mechanisms of value,integration and coordination,comprehensively analyzes its influencing factors.Then,taking dog management in T city as the research object,analyzed the specific problems of value integration,power distribution,data collection,and policy formulation in the management process by combing the current situation in T city from four aspects,including management system,organizational structure,division of responsibilities,and system construction.Accurately identified the problems of backward management concept,imperfect governance system,and information technology applications.Identified the causes of the "fragmentation" problem,such as the backward management concept,imperfect governance system,lack of information technology,and lagging legal system as well as mechanism construction.Secondly,through analyzing and comparing the management in Shanghai and Shenzhen,which are experienced and have remarkable effectiveness in holistic management,combining with the real management situation in T,to verify the effective applications of holistic theory with actual cases.Finally,the path and response strategies for constructing holistic dog management in T city are proposed in four aspects,including raising awareness conceptually,optimizing the setup in process,strengthening the application technology and enhancing the construction of the system. |
