Status And Improvement Of Emergency Management System For Animal Epidemic Situation In Mentougou District,Beijing

In recent years,animal epidemics have occurred many times around the world,and China is facing a great risk of introducing foreign diseases.As an international metropolis,Beijing has a large circulation of commodities and frequent trade.The Mentougou District is located in the west of Beijing and is an important junction for entering Beijing.It is also on the main migratory route of migratory birds,and the risk of the introduction of external sources is very high.From the perspective of Mentougou itself,farmers within the jurisdiction lacked awareness of epidemic prevention and did not pay attention to biological safety protection.At the same time,farming in rural areas is dominated by free-range livestock and poultry,and it is difficult to carry out animal epidemic prevention and control work.At the same time,urban residents 'awareness of civilized dog breeding needs to be improved.The disease is still facing severe challenges.This article takes Mentougou District as an example,taking the sudden animal epidemic as an entry point,and analyzes the emergency management status of major animal epidemic situations from the perspective of emergency management.Through literature research methods,questionnaires,comparative analysis and other methods,taking H7N9 epidemic emergency prevention and control as a case analysis method,the existing problems and deficiencies in the current emergency management work are analyzed.It is concluded that Mentougou District has insufficient risk assessment capabilities and insufficient traceability in the emergency management and prevention stage of the epidemic;in the preparation stage,the system is not perfect,the organization is unreasonable,and the infrastructure is backward;in the response stage,the operation of the emergency mechanism,the strength of the team is weak,and the detection strength Insufficient;problems such as lack of protection against epidemic risks and insufficient investment in scientific and technological innovations during the recovery phase.Through problem analysis,put forward strategies and suggestions for improving the risk assessment system of animal epidemic situation,improving plans,optimizing the structure of grassroots prevention and control institutions,strengthening team building,strengthening financial security,and extensive publicity,for reference by government decision makers and managers.
