The Adaptive Managemenstudy On Forest Ecological Function Area

With the development of economic, the development intensity has exceeded the carrying capacity of resources and environment due to the presence of irrational economic and social activities, especially over-exploitation of resources in order to a short sight at many regions in China. In 2006, the "Eleventh Five-Year Plan" clearly stated that according to the carrying capacity of resources and environment, existing development density and development potential, the national land space is divided into four main functional zones with optimized development, key development, restricted development and prohibited development, forming a rational structure of space development according to the main function of positioning adjustment and improving regional policies and performance evaluation. Forest ecological function zones are one of the restricted developments of the main functional zones. Establishment of forest ecological function zones is a new initiative to protect forest ecosystems in China, but also adds a new selection mode to balance regional development. In this mode of development, the management of forest ecological function zones is also an important way to achieve sustainable forest management.In terms of the protection and management of forest ecological function zones, although China keeps introducing of new management ideas and methods, at some extent, improving the level of management, the most of them are static, one-dimensional management methods. So it can not fully reflect the main characteristics of forest ecological function area, the basic function, the uncertainty influential factors and its law of interaction and the effect of decision control. Therefore, it is an urgent thing of forest ecological function zones to adjust management means, change management methods. Adaptive management is an emerging and dynamic method of management, which is a specialized method for natural resources systems under the influence of uncertain factors. The main idea of the paper is intending to investigate a management method and ideas that closes to nature, respects for the natural law of development. On the basis of generalizing the theory of forest ecological function zones and summarizing the new concept of adaptive management, the writer try to applied the adaptive management to the management of forest ecological function zones, design the planning and process of adaptive management, monitor the adaptive management, assess and adjust the method for the key issues. In that way, we could realize the coordinated development of forest ecological system and economic social system. Therefor, it is an important thing of theoretical and practical in the use of adaptive management ideas to the management of forest ecological function zones. China’s the largest forest ecological function zones is Da Xingan Mountains andXiao Xingan Mountains, the object of the paper is the ecological function zones of Da Xingan Mountains and Xiao Xingan Mountains in Heilongjiang province. And the paper analysis deeply the history and current situation of forest ecological function zones of Da Xingan Mountains and Xiao Xingan Mountains in Heilongjiang province, pursue sustainable development of forest ecological function zones, and achieve the management objectives of protecting the forest ecology and environment. Besides that, the paper also proposes the ideas and methods of adaptive management for the forest ecological function zones, and that suits the demands of the management rules of forest ecological function zones and sustainable development policy.By discussing the basic theory of adaptive management of forest ecological function zones, this thesis systematically discusses the ideological connotation, characteristics, basic assumptions, features and content of adaptive management of forest ecological functions. And further it analyzes the process and basic aspects of adaptive management of forest ecological functional zones by discussing from the aspect of adaptive management reflecting the Scientific Outlook on Development.In the process of application analysis, this paper take the research on forest ecosystem service function of forest ecological function zones of Da Xingan Mountains and XiaoXingan Mountains in Heilongjiang province as the breakthrough point. And it achieved that by analysis the leading factors of climate regulation ecological maintain、product supply and leisure services of forest ecosystem service as the leading factor, and make association analysis and use VAR to analyze the interaction among these leading factors. So it provides the basis for construction and improvement of the implementation of adaptive management for the future and the references for design、evaluation and adjustment for the plan of adaptive management of forest ecological function zones.According to the actual needs of the development of forest ecological function area, the paper presents the objectives and principles of adaptive planning of forest ecological function zones, and defines the connotation adaptive management planning of forest ecological function zones. Forest ecological function area is a complex system composed of economy, society and ecology. We gave the advices in order to adapt the improvement of management, according to the nature and characteristics of the forest ecological system, the perfect of process in adaptive management.To the most important, there are some problems that need to be cleared in the adaptive management of forest ecological function zones.we must combine the driving factors of planing and uncertain factors of management, especially information access. Only obtaining the true and reliable information can we provide the foundation for evaluating and adjusting the adaptive management planning? On the basis of more comprehensive information,the writer research the function of monitoring, evaluating and adjusting in forest ecological management. At last, the paper proposes that the management objects should adopt different management methods in forest ecological function zones that we could test the effect on ecology, economic and society in the implementation on forest ecological function area planning at the base on monitoring. And we compared of effect and goal in management and found the differences so as to adjust the adaptive management program. Finally, the paper discussed the significance on theoretical and practical fields about the idea on adjustment that include the key issues such as the way and extent adjustment.
