The implementation of the household grassland contracting system in our country has led to serious grassland fragmentation in grassland pastoral areas.Grassland circulation plays a significant role in improving grassland using efficiency and promoting scale production of animal husbandry.However,experts and scholars still pay much attention on the negative externalities of grassland turnover,and believe that herders usually only consider short-term benefits when they move into grassland,leading to the predatory management of the transferred grassland and degrading the grassland.Therefore,empirical research on the grassland turnover behavior of herdsmen and its impact on grassland ecology is of great significance for promoting scientific protection and utilization of grassland.In this paper,based on the 382 sets of field survey data from the three major grassland type research areas in Inner Mongolia,a mathematical model was established to empirically analyze the influencing factors of grassland turnover of herdsmen and their impact on grassland ecology,and draw the following conclusions:First,the grassland circulation in the study area become common,including nomadic and leased;grassland circulation plays a significant role in raising the economic income of herdsmen;Among the herdsmen who involved in grassland circulation,with high grassland productivity and small production scale Households,they tend to nomadic.Second,the herdsmen’s grassland circulation varies with family attributes.The herdsmen with scare grassland resources、large numbers of livestock and high family economic levels are more active and involved in grassland circulation.Third,the herdsmen of resource-constrained herdsmen have high grazing intensity,and their participation in grassland circulation is greatly affected by the level of mechanization and household economic income.Fourth,nearly 50% of herders believe that there is degradation of their grassland;grassland circulation has a positive effect on reducing grazing intensity and curbingdegradation.According to the above conclusions,the following three suggestions are made:First,increasing the promotion of grassland circulation policies in pastoral areas.The government should improve the grassland circulation system,establish a grassland circulation subsidy policy,and provide certain policy guarantees and economic support to the pastoral grassland circulation.Second,giving play to the regulation and incentiving role of family resource endowments.In the implementation of the grassland circulation policy,priority should be given to the herdsmen with abundant grassland resources strong grassland production willingness.Complying with the reasonable transformation requirements of pastoral households for grassland functions,the government should encourage pastoral households to choose transfer into or out of the grassland according to their own actual conditions.Third,giving reasonable resettlement to the herdsmen who transferred out of the grassland.The government can develop secondary and tertiary industries in pastoral areas to increase employment opportunities in non-pastoral industries,improve policy services for labor transfer in pastoral areas and broaden income sources for pastoral households.
