Under the background of comprehensively stopping the commercial forest harvesting of natural forests and the reform of the collective forest rights system,the state vigorously promoted the under-forest economy to achieve a “win-win” for protecting forest resources and increasing farmers’ income.In order to explore whether the under-forest economy can achieve its policy objectives,this paper takes 13 under-forest economy research cases in 8 towns and towns of 5counties of Pizhou,Suining,Tongshan,Xuyi and Yixing and the under-forest economy development data of 81 counties in Jiangsu Province as the research object,and analyzes the income of farmers.And the impact of forest resources.On the basis of ecological theory such as niche theory,food chain theory and factor of production theory,transaction cost theory and other economic theories,the case analysis method is used to analyze the mechanism and effect of under-forest economy on farmers’ income.Based on the theory of ecosystem,rational smallholder theory and externality theory and through the measurement model and case analysis method,the mechanism and performance of the under-forest economy on forest resources are explored.The research results show that in terms of farmers’ income,the development of the under-forest economy can improve the farmer’s operating income,wage income and property income by improving the efficiency of production factor allocation and production efficiency.However,in practice,the variety is unreasonable and the transaction cost is high.It restricts the further improvement of income increase;in the aspect of forest resource protection,the development of the under-forest economy can maintain soil and water,promote forest tending,increase soil fertility,increase forest area,enrich tree species structure and thus conserve forest resources,but in production The negative externalities cannot be internalized,which makes the under-forest economy have a negative impact on forest resources.At the same time,the production mode,production cycle,product characteristics and economic benefits of different forest economic models are different,so there are differences in the impact of farmers’ income and forest resources.According to the research results,the promotion of industrialized business models such as “leading enterprises + cooperatives + farmers” can not only reduce the transaction costs of farmers’ production and sales,but also significantly reduce the market risk of farmers’ operations;To reduce the information cost of the buyer’s access to product quality,increase product consumption demand and market competitiveness,and enable producers to obtain environmental premiums,which will help achieve the dual goals of protecting forest resources and increasing farmers’ income.
