| Grass roots forestry research units are mainly responsible for collecting and preserving forest plant germplasm resources,assembling and supporting forestry scientific and technological achievements,building experimental forests and demonstration forests,and providing a public platform for regional forestry scientific research and large-scale long-term scientific research projects,which plays an indispensable role in forestry scientific research.With the new development concept of ecological civilization construction such as“building community of shared future for mankind”“Lucid waters and lush mountains are invaluable assets ”and “beautiful China”,forestry units should take into account the improvement of ecological and social benefits while achieving economic benefits.A relatively stable talent research team can promote the smooth development and implementation of forestry scientific research work,and then promote the promotion and demonstration of forestry scientific research technology achievements,so as to improve the ecological and social benefits.Therefore,the abundance and stability of talent team is an indispensable part of modern forestry scientific research institutions.But in fact,due to the demand of scientific research nature,grass-roots forestry scientific research units are mostly restricted by their own economic development stage,industrial structure,regional environment and other conditions.Their space for talent development resources is greatly restricted,and the competitiveness and attraction of attracting talents are insufficient,a series of talent dilemmas,such as the lack of total talent,unreasonable talent structure,serious brain drain,fault of scientific research personnel,shortage of high-level talents,etc.the gap of talent resources has seriously restricted the economic development and full development of grass-roots forestry research units Play its role.Through literature review,it is found that the existing theoretical research on the talent problem is mainly concentrated in enterprises and scientific research institutes,while the research on grass-roots units is relatively small,especially the talent problem of grass-roots scientific research institutions as the research object is very few.Some scholars have studied the talent problem of agricultural scientific research institutions,but the environment of grass-roots forestry research institutions is more remote than agricultural research institutions,and the problem is more prominent and significant.However,no empirical study on the talent status of grass-roots forestry research institutions has been conducted.Therefore,this paper take Experimental Center of Subtropical Forestry,Chinese Academy of Forestry for example,from the perspective of the coordination of human resources and economic development,through empirical data analysis,expounds the total talent,structure,quality and other conditions of Experimental Center of Subtropical Forestry from 2010 to 2019,and summarizes the three factors causing the talent dilemma of grassroots forestry research units: social factors,unit factors,personal factors.According to the conclusion of empirical research,this paper puts forward countermeasures and suggestions to solve the talent dilemma,mainly including deepening the reform of talent mechanism and distribution system;improving its own scientific and technological strength to attract talents and projects;strengthening the construction of talent team to improve the quality of scientific research personnel;broadening income channels and improving the welfare of employees. |
