Purpose:being an important topic in the management of public hospitals, the study of medical staff incentive mechanism has its particularity under the background of "new medical reform". This paper summarizes the experiences and lessons of foreign public hospitals’research on medical staff incentive mechanism. On the basis of analyzing the advantages and disadvantages of domestic public hospitals’ research on medical staff incentive mechanism after new medical reform, this paper finds the problems existing in this mechanism and makes suggestions on the reform of this mechanism by researching present situation and making comparison.it could provide examples to the carrying out of mechanism reform and provide references for local medical authorities and hospital headers.Means:This paper analyses and discusses the current situation and existing problems of incentive mechanism of the medical staff of a hospital in Xinjiang by using the methods of literature research, comparative research, case analysis, questionnaires.Result:First, through literature review, this study found the lack of the study of the medical staff incentive mechanism of the public hospitals’ clinical departments in frontier area. By comparing the practical experiences of foreign and domestic study of the incentive mechanism of the public hospitals, this paper finds both similarities and differenceson these mechanisms. Second, by analyzing the incentive mechanism of the medical staff of a hospital in Xinjiang, we find these problems:First, external factors such as local economy, policy and culture restrict the development of both public hospitals in frontier area and talents.Second, internal factors include ① the rigidity of incentive mechanism and indiscriminate use of domestic incentive mechanism result to low enforcement and formalism. ②Irrational salary distribution and the existence of "the communal-dining system" and "equalitarianism" make medical staff feel unfair and make complaints to their work and finally work with negative attitude.③Training and promotion mechanism is not perfect④Performance evaluation is not scientific and the assessment norm is not clear. It is a common practice to make evaluation according to who you are.⑤The backwardness of hospital management and the loss of hospital culture.Third, considering the special geographical, humanity and political characteristics of Xinjiang and with reference to the relevant research results at home and abroad, this paper put forward the basic principles and specific assumptions of the reconstruction of the medical staff incentive mechanism which has its own characteristics. This paper analyzes it from these aspects:the construction of the incentive mechanism which conform to the actual situation of Xinjiang; the realization of the salary mechanism of "supporting doctors by technology"; the building of a sound training system for medical staff; perfecting incentive means; cultivating a harmonious hospital culture. We hope this paper could provide references to the improving of the medical staff incentive mechanism of the public hospitals’clinical departments in frontier area.
