In the process of the development of urbanization in China,the aging of the population has gradually become one of the focuses of current attention.The basic health needs of residents have changed,that is,from the original passive acceptance of disease diagnosis and treatment,to the current concept of health and health care,which virtually poses a challenge for the gradual establishment and improvement of basic medical and health service systems.There is an incomplete layout of the medical service system,insufficient quality medical resources,and unreasonable allocation,which cannot effectively meet the surge in demand for services such as prevention,treatment,rehabilitation,and nursing.At present,80% of China's medical and health resources are concentrated in cities,80% of which are concentrated in large and medium-sized hospitals,and represent a resource structure of "inverted triangles." Medical resources are not evenly distributed,and service levels are uneven,but they are also relatively imperfect.The protection mechanism and institutional constraints have resulted.In the context of the new medical reform,with the introduction of corresponding policies of the State Council,pilot cities for medical reform have successively explored policies for grading diagnosis and treatment that suit the economic development model of the region.By 2016,26 provinces in China had issued grading treatment programs.The introduction of the system needs to meet the needs of relevant stakeholders.This article takes Shenzhen as an example,conducts research on the implementation effect of family bed policy in Area C,applies policy evaluation and analysis tools,conducts a month-long in-depth research,has visited the government,hospitals,medical staff,and conducted the patient and the patient's family members.The abstract and telephone form research work was conducted.The research content was mainly analyzed based on the background of policy introduction and the needs of the country and Shenzhen city policy.The policy implementation,policy implementation,and policy effectiveness were implemented to evaluate the effectiveness of the implementation of the entire process.Through the assessment,it was found that: First,the formulation of the policy is open and fair.It conforms to the social and economic development of the country and the region and the service needs of the residents.It also protects the legitimate rights and interests of the disadvantaged groups.Second,during the implementation of the policy,the relevant people cooperate with each other.Human resources and other resources have been put in place.Many parties actively cooperated to implement the responsibilities and obligations given in the policy.Third,the implementation results of the policies,from interviews and survey data,all indicated their approbation and recognition of the policy,and proposed Their opinions.Through the evaluation of the implementation effect of the policy itself,Shenzhen City has implemented the implementation of policy and spirit of graded diagnosis and treatment under the background of the state's health care reform,and put forward higher expectations and policy improvement suggestions for the improvement of the policy,guiding the grassroots.The masses of the people,changing medical practices,and solving problems at the grass-roots level in seeking medical treatment are also the driving forces behind the development of the model of combining medical care and support in China.
