Study On The Implementation Of Centralized Drug Purchase Policy Under Smith Model

Based on the collection,collation and analysis of the relevant literature and materials of the drug centralized purchase policy in Henan Province,this paper analyzes the implementation process of the drug centralized purchase policy in Henan Province from the perspective of policy implementation,analyzes and studies the problems in the process of drug centralized purchase,and puts forward the Countermeasures and suggestions to improve the implementation of the drug centralized purchase policy in Henan Province,so as to promote the drug in Henan Province Centralized procurement is of great practical significance.In this paper,the research methods of theory and demonstration are used.Firstly,the research status and innovation mode of centralized drug purchase at home and abroad are described in detail.The purpose and significance of this research are put forward,and the research methods,innovation and inadequacy are described in detail.Then the paper summarizes the Smith policy implementation model as much as possible,briefly introduces several typical policy implementation models,and details the theory and characteristics of the Smith policy implementation model,as well as the feasibility of applying the model to the analysis of drug centralized purchase policy.Then,it summarizes the development process of drug purchase policy and the current situation of the implementation of drug centralized purchase policy in Henan Province,and analyzes the process of policy implementation of drug centralized purchase process,and describes the influence effect of four stages in the implementation process of drug centralized purchase policy,including drug plan stage,drug bidding stage,drug purchase stage and drug use stage.Then,the paper analyzes the problems in the implementation of the centralized drug purchase policy in Henan Province,and analyzes the causes of the problems in the implementation process by using the model,using the Smith policy implementation process model theory to analyze the causes of the problems in the implementation from four aspects: the policy itself factors,the implementation subject factors,the target group factors and the environmental factors.Finally,according to the four influencing factors of Smith model,this paper puts forward the countermeasures and suggestions of centralized drug purchase policy,optimizing the policy system of centralized drug purchase,improving the executive ability of policy enforcement agencies,strengthening the communication and coordination with target groups,and optimizing the implementation environment of centralized drug purchase policy.
