Research On Public Value Evaluation Of National "Famous Doctor Studio" Policy From The Perspective Of Holistic Governance

Objective:Based on the relevant policy objectives of famous doctor studio,combined with the theory of public value management,this paper determines the public value of "Famous Doctor Studio" policy,deeply studies whether the public value of "Famous Doctor Studio"policy can be realized,and analyzes various factors that affect the realization of public value,and reveals the internal mechanism of "Famous Doctor Studio"policy operation.Combined with the empirical analysis,explore the impact of various factors on the "Famous Doctor Studio" policy.Comprehensive evaluation of the "Famous Doctor Studio"policy to improve the policy system and promote the inheritance,innovation and development of traditional Chinese medicine knowledge.Methods:Taking the "Famous Doctor Studio" policy as the research object,based on the theory of holistic governance,public value management theory and the three-circle theory.First,the literature analysis method was used to review and analyze the "Famous Doctor Studio"policy to determine the public value "Famous Doctor Studio" policy.Then combined with the expert consultation method to design a questionnaire.Secondly,perform a descriptive analysis of the effective questionnaire,and then construct the indicator system of this article in accordance with the principles and steps of the policy evaluation indicator system construction,and determine the indicator weights by the analytic hierarchy process.Finally,the fuzzy comprehensive evaluation method was used to comprehensively evaluate the policy of "Famous Doctor Studio",and the results were obtained.Results:The score of "Public Value" is 93.87,which is good,indicating that the policy of"Famous Doctor Studio" has important public value;the score of "Ability" is 89.37,the score of"Support" is 89.47,and the overall level of "Ability" and "Support",Need to improve policy implementation capabilities and stakeholder support for the "Famous Doctor Studio" policy;the"policy effect" dimension score of 64.99,the overall level is low,the "Famous Doctor Studio"policy achieved less than ideal results.Conclusion:As a public policy to promote the transfer,innovation and development of Chinese medicine knowledge in China,the policy of "Famous Doctor Studio" has imp ortant public value,but there are certain obstacles to the implementation of this policy.Stakeholders' support and recognition need to be improved,which also causes the policy not to achieve the desired effect,that is,the public value of the "Famous Doctor Studio"policy has not been well realized.Therefore,this article will be based on the theory of holistic governance,integrating the different subjects of government,hospitals,and the p ublic,then put forward corresponding strategies from three aspects:the holistic governanc emechanism of "Famous Doctor Studio" policy,the holistic governance form of "Famous Doctor Studio"policy and the holistic governance means of "Famous Doctor Studio "policy.
