Problems And Countermeasures In The Reform Of Public Hospitals Under The Background Of New Medical Reform

The report of the Nineteenth National Congress of the Communist Party of China has clearly stated that my country must comprehensively build a basic medical and health system and medical security system with Chinese characteristics.In recent years,with the protection of the lives and health of the broad masses of people as the basic criterion and ultimate goal,public hospitals have always endeavored to take the public medical service system as one of the contents of public services,promote new development concepts to the masses,implement basic principles,Plan the implementation and highlight the basic path of the work center.At the same time,the effective integration of reforming the regulatory system and improving the level of medical services will focus on improving the level of services as the top priority of the reform,and truly realize the vision of a healthy China.Therefore,this study focuses on the following issues:(1)What is the theoretical basis for the reform practice of public hospitals in the context of the new medical reform?(2)What are the dilemmas and problems faced by the reform of public hospitals in my country under the background of the new medical reform?(3)How to clarify and maintain the two-way unity of the fairness and efficiency of public hospitals in the context of the new medical reform in relation to the parties involved in the reform of public hospitals?Based on a combination of exploratory research based on literature reviews and case studies with grounded theory,the results of this paper show:(1)The fairness and public welfare of public hospitals are reflected in the realization of the goal of universal medical insurance and the reform of public hospitals to ensure public The public welfare of medical institutions is not infringed;(2)In the reform process of public hospitals,government functions play an important role,and government functions should be accurately positioned;(3)The focus and difficulty of public hospital reform lies in the construction of primary medical service systems,Especially the cultivation of grassroots medical and health personnel and the improvement of grassroots medical and health service capabilities;(4)An important guarantee for the reform of public hospitals is to correctly introduce social capital into the reform process,expand the funding guarantee capacity of public hospital reforms,and shape a good Market competition mechanism.This article explores how to realize the success of public hospital reform in China by emphasizing government responsibility from a government perspective.This paper first discusses the research background,summarizes the current status of domestic and foreign scholars’ research on government reform in public hospitals,and analyzes the theoretical basis for the key tasks that the government must complete in public hospital reforms.By analyzing the relevant concepts of public hospitals and related research theories,the importance of government responsibility is clarified.The article analyzes the changes in government’s responsibility for public hospital supervision and financial support during the reform of China’s medical system.For example,combined with the specific measures and significance of Taizhou public hospital reform,it provides relevant policy recommendations for the reform of Taizhou public hospital.At the current stage of China’s medical reform,there is a problem of lack of government responsibility.Past medical reform policies have relied on market mechanisms to solve real public health problems.There are indeed some problems in the reform of public hospitals.To ensure the success of public hospital reform through government supervision.
