The Problems And Countermeasures For Government Procurement Of Medical Equipment In A Public Hospital Of Suzhou

With the development of medical technology and electronic technology,medical equipment has also been rapidly replaced.Government procurement of medical equipment has gradually become a key link in hospital procurement.Since the government implemented centralized bidding in 2000,medical equipment is also included in the bidding.It is a common problem encountered by public hospitals at this stage to grasp the technical performance and market characteristics of medical equipment,select an appropriate government procurement method,and complete the procurement within a specified time and quantity.Since 2003,China has implemented the "Government Procurement Law".Government procurement has created a fair and open model.The efficiency of the use of fiscal funds has been significantly improved and certain achievements have been made.However,due to the short implementation of government procurement and the late start of government procurement in public hospitals,it is still in the initial stage of government procurement.The implementation of government procurement in public hospitals faces a series of challenges such as incomplete procurement systems,poor budget preparation quality,low procurement efficiency,short-term procurement of human resources,and inadequate risk control.This article is aimed at the problems of government procurement of medical equipment in public hospitals.Based on internal control,rent-seeking theory and principal-agent theory,taking Suzhou A public hospital as a sample,through interviews and investigations,analyzes the current state of medical equipment government procurement,and summarizes and refines medical equipment government procurement The main problems existing in the analysis of the root causes,and proposed countermeasures from the aspects of improving the medical equipment government procurement laws and regulations system,scientifically improving the procurement budget,implementing refined management,strengthening the procurement team capacity building,and establishing a full-process supervision mechanism.The study has important enlightenment value for clinical departments to choose appropriate medical equipment,promote scientific and efficient government procurement of medical equipment in public hospitals,and optimize the allocation of medical resources.
