When a government or department makes a policy,it usually learns from another government or department that has implemented the policy to save time,manpower and administrative costs.In the process of learning,decision makers may learn from the experience of successful policies on the one hand,learn advanced knowledge,technology and policy concepts,and draw inspiration and inspiration from them.On the other hand,they may also avoid policies that have negative effects,that is,"extract their essence and remove their dross".Policy learning helps to evaluate the implementation of existing policies,improve and perfect existing policies,and also helps to learn its logic and theory,so as to provide reference for future policy research and formulation.As the innovation of payment mechanism of medical insurance,pay by disease score is of great significance in deepening medical reform,regulating medical service behavior and ensuring the safety of medical insurance fund.In November 2017,the Department of human resources and social security of Guangdong Province decided to fully carry out the basic medical insurance payment by disease score in the whole province from 2018.It is required that the cities that have not yet carried out this work must develop their own plans and methods for payment by disease score before January2018.In December 2017,Yunfu City began to learn from Qingyuan City’s plan of paying by disease score,and formulated and printed the settlement method of in-patient medical expenses of Yunfu basic medical insurance by disease score.In this paper,from the perspective of policy innovation,through the use of literature methods,case studies,interviews and other research methods,combined with principle analysis,text comparison,data analysis,etc.,to study the practice of Yunfu City’s disease-based payment policy learning and analyze policies The current status and effects of learning,including the steps of policy formulation,the motivation mechanism of policy learning,organizational settings,policy networks,etc.,found the difficulties faced by the current policy learning process,respectively,the effect of fee control is not obvious,the basic settings are backward,combined with local policies Insufficient and failed to effectively regulate medical behavior.According to the phenomenon,analyze the reasons from the perspectives of policy learning consciousness and motivation,learning ability,etc.,and finallyput forward some reasonable and feasible countermeasures,including enhancing the internal driving force of learning,strengthening the institutionalization,perfecting the infrastructure,and in-depth application of learning results,etc.Improve the existing policies and provide references for the subsequent formulation of relevant policies and systems in order to promote the in-depth development of Yunfu City’s disease-based payment.
