Research On Problems Of Occupational Health Preventive Supervision In D District Of Zhaoqing City

After the reform of the occupational health supervision system and mechanism,the overall level has improved,but the number of new occupational cases in China is still on the rise,and the situation of occupational disease prevention and control is still grim.Most production and operation enterprises will produce occupational disease hazards in their production activities,which always endangers the health rights and interests of the majority of workers.Occupational health preventive supervision means that the supervision department supervises and manages the entire construction process of construction projects such as new construction,reconstruction,expansion and technical improvement according to relevant national occupational health laws and regulations and hygiene standards.Occupational health preventive supervision and regular supervision constitute the entire content of occupational health supervision.In the process of supervision and practice,supervisors are accustomed to in-process inspections and post-punishment,but based on the necessity of safeguarding the physical and health rights of workers,the irreversibility of occupational diseases,and the efficiency and effectiveness of supervision,based on preventive supervision,In the pre-intervention of new projects,it is more effective.Since the establishment of the Guangdong-Hong Kong-Macao Greater Bay Area,many projects in Zhaoqing City have invested more than 10 billion yuan,and new projects have blossomed everywhere.Behind the booming economy,it is necessary to strengthen preventive supervision on occupational health management of new projects,prevent them from “congenital deficiency” and “in disease production and operation”,and reduce or eliminate the harmful factors of occupational diseases that may be caused from the source.In order to deeply study the problem of lagging occupational health preventive supervision,this paper,based on a large number of reading related literatures at home and abroad,takes the occupational health preventive supervision situation in D District of Zhaoqing City as the research subject,and obtains a large amount of first-hand data through field surveys.Based on the comprehensive use of research methods such as questionnaires and interviews,combined with preventive government and public policy implementationtheories,the analysis of the lagging performance of occupational health preventive supervision in the area mainly includes: lack of pre-production review of new projects,and lagging of regulatory information on project information,the units under construction did not carry out the occupational health “three simultaneous” in time,the occupational disease hazard protection measures of the built units did not meet the requirements,the occupational health supervision of the construction unit was not in place,and the quality of occupational health technical service institutions was uneven.There are four main reasons for tracing the causes of these problems: deficiencies in relevant laws and regulations,the effective supervision system is still to be improved,insufficient governance capacity and level,serious lack of occupational health technical support,and other reasons.The main countermeasures are: perfecting the legal system,innovating the supervision mode,supervising the employer to implement the main responsibility,developing the construction of the occupational health service evaluation institution,and improve social restraint mechanisms.
