On The Construction Of New Rural Culture

Three agricultural problems,new rural construction,and new rural cultural construction are all related with farmers.That's to say farmers how to transfer from traditional roles to modern citizens.This article started with the common problems of rural cultural construction and development our country facing in the social transition,reveal its real reason such as idea and system by sorting the problems.At the same time,the paper uses the research method of comparison and draw lessons from the South Korea and Japan in East Asia in the last century the rural cultural construction experience in the process of rural modernization.In view of the countryside culture publicity and public welfare,as well as the reality of social transition and social structure differentiation,this study used a new perspective of the government,market and social interaction,analyzed the relationship between the three main in three-dimensional way in the process of new countryside culture construction in China,made clear their respective roles and function orientation.Based on the core theory of this study,provide some ideas and suggestions for the government,market and society three main to participate in the new countryside culture construction comprehensively and coordinately.In the context of coexistence of multiple subject,government,market and society need to deal with each other,to promote the construction of new rural culture in our country.The first section introduces the development process of new countryside culture construction in our country,with three turning point the founding of new China,reforming and opening up and reforming of taxes and fees,summarizes the different characteristics of the new countryside culture construction in different stages of China.The second section from the relationship between government,market and society and their own unique role analyzes the problems existing in the construction of new rural culture and the reason which is the fuzzy relationship of the three bodies,the absence and dislocation of government functions and the rural cultural market development lags behind and lack of social support.Third section uses the comparative method of rural modernization in South Korea and Japan for reference.We need to pay attention to the "hard-working,self-reliance and mutual cooperation"spirit of cultivation,the central government decentralization to local government and government incentive farmers with competitive mechanism and the positive development of social organization.Fourth section expounds the guiding principle of new rural cultural construction,which insists on the relations coordination of government,market and society,adhere to the government leading,market promotion,farmers mainly and country standard.The last section puts forward the specific path of the new countryside culture construction in our country.The government not only provide material and policy support but also do a good job of supervision and examination.The rural culture market need cultivated to optimize the resources.More third sectors are needed for rural communities.Farmers train their awareness of cooperation.We need to set up the mechanism of government,market and society together to play their respective advantages.The last is conclusion.
