The Cultural Functions Study Of Local Government In The Construction Of New Rural Public Cultural Services System

The construction of new rural system of public cultural services is the important index to measure the achievements of new socialist countryside.At present,there were few special studies about the new rural system of public cultural services from the angle that the affection of local government cultural function.So the thesis carries out the systematic research by combining the new rural system of public cultural services and the cultural function of local government from the theory and practice.This thesis selects Xinxiang City as the research object,not only because it has a long history on the road of building socialism new countryside and has obtained some achievements that play an important role in the process of rural public culture service system construction in the whole Henan Province,but also it can draw some experiences and grasps the rules on the basis of in-depth study for putting forward some suggestions and measures that beneficial for the construction of rural public culture service system,especially it can provides some guidance for those of small and medium-sized cities that have similar conditions on political economic and social situations.First of all,this thesis is based on the home and abroad relative research and take the theory of public goods and new public service as theoretical support,also adopts the methods of documentary analysis,inductive and summarizing method survey study to explain the relevant conceptions and theoretical basis and indicate the important practical significance for the affection of local government cultural function constructs the new rural system of public cultural services from the perspective of citizenship,government responsibility and the new rural system of public cultural services aiming to lay the foundation for the paper;Second,it provides an overview of the macro construction situation about new rural system of public cultural services in Xinxiang City for many years,great achievements on the construction of new rural system of public cultural services has obtained in Xinxiang City according to the concrete practices;And then,according to the construction of new rural system of public cultural services,some deficiencies in the construction of new rural system of public cultural services were found on the basis of the investigation about four villages in Xinxiang City,such as dislocation of public cultural service supply and the farmersdemand,the brain drain problem and quality is not enough,non-equalization and the propagation force weaker of the rural public cultural service,a smaller participatory in the activities of public culture about rural residents.The causes of the problem from the perspective of culture function of local governments at all levels' have been analyzed,mainly includes the lack of cognition of local governments,imperfection of public cultural service policy,restricted by traditional education system,public culture supply input is not enough and so on;At last,this thesis proposes the optimization strategies about culture function of local governments at all levels on the construction of new rural system of public cultural services for Xinxiang City based on the background.It includes the government must set up the correct rural public culture management ideals,present the rural public cultural service management system,perfect rural public cultural service policy,strengthen the rural public cultural service team,promote the rural public cultural service cooperation,develop the rural public cultural service interaction and so on.
